On October 10, 2013, the Commission released its 2013 Annual Report on human rights and rule of law in China. The report looks at developments across a number of areas including freedom of expression, worker rights, civil society, population planning, ethnic minority rights, commercial rule of law, and Tibet, among others. The report notes, “China continues to pursue economic modernization without political reform or guarantees to fundamental human rights.” While Chinese official rhetoric at the start of the reporting period “suggested openness to reforms and limits on the power of officials,” it became clear later in the reporting period “that hopes China’s new leaders would engage with, or even tolerate, public discussion on issues such as constitutionalism and anticorruption would remain unfulfilled.” The 2013 Annual Report calls on China’s leadership to “undertake significant reforms to meet China’s human rights obligations under international standards and to strengthen the rule of law.” Access or download the 2013 Annual Report on the Commission website edit-chinacommission.house.gov/publications/annual-reports/2013-annual-report
