On behalf of a Khmer citizen, I would like to express my opinion before the law of against people who do not recognize Khmer Rouge regime as the genocide regime to be effective, and hope that this law will not to retrieve for arresting me. Mr. Chum Mey, who will lead the demonstration against his Excellency Kem Sokha, have you thought of what the outcome of this demonstration? You said that, you just want Kem Sokha to apology for the victims, only praying 3 pieces of incent. People hearing this demand thinking that your demand is very simple, but for political reasons it is not normal, it is look like you put a buffalo into a 1 liter bottle, really! because there is a political person waiting beside you to close the cover of the bottle. I would like to recommend for you, but not hope that you can do. If you dislike, Kem Sokha said the S21 prison was artificial, you can request Kem Sokha to clarify by whatever channels i.e. by TV, by radio channel, it is similar to apology but you will not put him in pressure, you only request him to clarify. I am personally Mr. Kem Sokha may provide clarification to this. However, this idea I am strongly believe that your backup political party will never allow to happen. The establishment a law against people who not recognize Khmer Rouge genocide regime, I would like to say in my personal thinking that it is not the time to develop this law yet. I knew, Mr. Chum Mey was a victim, everybody the victims, I and my families are also victims, probably many more than Mr. Mey lost. But what the impact of saying S21 was artificial prison? If you were a student of bachelor or master degree, sometime you may need to make question for your thesis by using this similar question. For another reason, the law makers at the national assembly, have you thought of what the impact of this law affect to the current Khmer Rouge Trial? For my personal opinion, I think it will be a big negative impact for the effort that have done so far. You will push the effort to become useless, and the cost of around 200 million dollar including the expending for coming election to become waste. In the future, people will record you in the history as you guys destroy the effort of Khmer rouge trial, because the trial will under government pressure. For the coming election, I am personally hope that the CPP will win election but even though CPP win but still will be not recognized by majority domestic people as well international countries, because your actions are contribution the violence in the election process. I am personally, request Mr. Chum Mey as well as the government and parliamentary rethink of this again before further actions. ----------------------------------------- ក្នុងនាមបពលរដ្ឋម្នាក់ ព្រោះខ្ញុំមិនមែនតំណាងរាស្រ្ត សូមបញ្ចេញយោបល់មួយមុនច្បាប់បិទម៉ាត់ ឫហៅថាច្បាប់បង្ខំឲ្យទទួលស្គាល់របបខ្មែរក្រហមចូលជាធរមាននិង សង្ឃឹមថាច្បាប់នេះមិនធាក់ថយក្រោយ ដើម្បីគោលបំណងចាប់ខ្ញុំទេ។ ទី១ អំពីការធ្វើបាតុកម្មដែលនាំដោយលោកតាជុំមី លោកតាខំដឹកនាំកម្លាំងធ្វើបាតុកម្ម ប្រឆាំងនឹងលោកកឹមសុខា។ តើលោកតាបានគិតទេថា លទ្ធផលវាបានមកនូវអ្វី? លោកតា និយាយថា សុំឲ្យលោក កឹមសុខា សុំទោស និងគ្រាន់តែសុំទោស ដុតធូប៣សសៃរ។ បើស្តាប់ទៅវាងាយបំផុត! តែអ្នកនយោបាយវាមិនងាយទេ វាដូចរុញគោ១ឲ្យចូលក្នុងដបស្រា ១លីត្រ យ៉ាននេះដែរ។ ព្រោះមានអ្នកនយោបាយ នៅឈរពីក្រោយលោកតា ចាំបិទម៉ាត់ដប។ ដំណោះស្រាយដែលអាចធ្វើបាន គឺសុំឲ្យលោកកឹមសុខា និយាយបកស្រាយ និងបំភ្លឺជាសាធារណៈតាមទូរទស្ស៏ និងវិទ្យុគ្រប់ប៉ុស្តិទៅ។ ហេតុនេះសូមលោកតា សុំអនុញាតពីអ្នកនយោបាយដែលឈរពីក្រោយ ឲ្យលោកកឹមសុខាបាន ឡើងនិយាយផងទៅ។ ធ្វើដូចនេះចំណេញរាងៗខ្លួន និងមិនបំបែកបំបាក់ ជាតិទៀតផង។ យ៉ាងណាក៏ដោយខ្ញុំមិនសង្ឃឹមថាលោកតាអាចធ្វើបានទេ ព្រោះអ្នកឈរពីក្រោយអាចមានខាតខ្លះៗ ហើយគាត់នោះមិនដែលធ្វើជំនួញខាតម្តងណាផង។ ទី២ អំពីការធ្វើច្បាប់ឲ្យទទួលស្គាល់របបខ្មែរក្រហម ខ្ញុំសូមនិយាយអាក្រកមួយម៉ាត់ទៅចុះ គឺធ្វើ តាមនឹងឃើញ។ សូមសួរថាគ្រាន់តែគេនិយាយ មានខ្មែរក្រហម និងមិនមានខ្មែរក្រហម មានគុកទួលស្លែង និងគុកទួលស្លែងសិប្បនិម្មិត វាខួចខានដូចខ្សល់ព្យុះឫយ៉ាងណា? ក្នុងនាមអ្នកសិស្សា ត្រូវតែលើកជាសំណួរ ឧទាហណ៏ តើគុកទួលស្លែងសិប្បនិម្មិតមែនទេ? ចុះបើបិទ មិនឲ្យនិយាយ តើអាចធ្វើការសិស្សទៅកើតទេ? ក្រៅពីនេះបង្កើតច្បាប់ហ្នឹងយ៉ាងមេចទៅរួច បើតុលាការមិនទាន់កាត់ក្តីថាមានខ្មែរក្រហមចប់ផងហ្នឹង។ ចុះបើធ្វើទាំងទទឹងទីស តើវាខូចខាតអ្វី? និងនៅពេលជិតបោះឆ្នោតទៀផងនោះ។ ខូចខាតធំមហាសាល គឹតជាទឹកលុយជិត២០០លានដុល្លា និងពេលវាលាជិត៥ឆ្នាំ។ តុលាការខ្មែរក្រហមត្រូវរលាយ គ្មានន័យ ទោះចៅក្រមខំយ៉ាងណាក៏ដោយ ក៏គេមិនទទួលស្គាល់ និងចោទថានៅក្រោមសម្ពាតរបស់រដ្ឋាភិបាល។ លទ្ធផលនៃការបោះឆ្នោតឆ្នាំនេះ ទោះគណបក្សប្រជាជនឈ្នះដោយយុត្តិធម៍ក៏ដោយ ក៏គេចោទថា ជាចោរ ឈ្នះគំរាមកំហែង។ ព្រោះទង្វើររបស់យើងបានគំរាមមែន។ សូមលោកតាជុំមីគិតម្តងទៀតសិនទៅ និងអ្នកច្បាប់សាកគិតគំនិតរាស្រ្តម្នាក់នេះផង។
