On the most controversial E.O no.3 One of the most, if not the most, controversial issues that has surfaced in the 45-day old administration of the Honorable Governor Ruth R. Padilla is that of the issuance of Executive Order No. 3 last July 1. So, without disregarding the benefit of the doubt raised by some few, let us discuss the supposed effect of the said EO. Allegedly, EO No. 3 caused the termination and/or removal of some 700 permanent employees of the provincial government. However, the allegation is but a gross manifestation of dishonesty and deceit trying to win the sympathy of the people. While it is true that newly-installed Governor Padilla signed Executive Order No. 03 recalling, withdrawing and revoking appointments made by the previous administration, there is no truth to the allegation that 700 employees were terminated. The fact is that only 18 employees were given notices of possible termination. Again, it should be made clear that the words used are ”possible termination” because it was made sure that these 18 employees will be able to exercise their right to due process. The credibility of the Sangguniang Panlalawigan (SP) is also being questioned by some friends whose information were again based on mere assumptions and personal suppositions without even trying to think out of the box so as for them to realize the validity of their arguments. Allegedly, the SP is but just a ministerial body created to act at the pleasure of the Governor since the members are loyal lapdogs of the latter. Now, granting and assuming but without admitting that the Vice Governor was and is the partner in service of the Governor, is it then also necessary to conclude that the previous SP during the previous administration are but just the same since the former Governor and Vice Governor were also partners along with the majority members of the previous SP? Common sense and logic will tell us that the previous administration was then monopolizing power and abusing authority, at its worst, giving the former governor a free hand to appoint a massive number of employees even if it exceeded the salary cap. Let us also follow the line of argumentation of those horses who can only visualize limited things since they are encapsulated in their arrogance. May those philophasters in aid of those 700 employees be enlightened that the alleged non-renewal of the former is moot and academic. The said act was made in order to protect and preserve the welfare of the many and that of the general public. Renewing that big number will drain the coffers of the provincial government and further jeopardize its existence and operations for the rest of the year. Besides, the former have no more identity to question the wisdom of the appointing authority considering the fact that their contract have already expired. So let them realize what they already know and swallow what they have already chewed and let them accept the truth granting they do not know which, of course, is obviously an absurd idea. Now, may this be known to every Novo Vizcayano so as not for them to be swayed and mislead by people whose only purpose is to create social unrest and divide a family who wishes to be united towards a better future. Be it known that the goal of the new administration is to consider the good for the good of the greater number. That is, the good of every Novo Vizcayano. # jianrivera
