On the telephone on Friday, and again at the protest yesterday, I asked Minister Naqvi where was the research that determined the 2-under-2 rule that they seemed so unwilling to budge on. I offered that compliant independants have been operating with no age ratio for 60 years with no significant ratio-related incidents. In the news coverage, the last two paragraphs were: cfra/news/2014/11/10/bill-10-will-put-independent-childcare-providers-out-of-business-protesters-saye by CFRA, the last 2 paragraphs were the response: While Bradley says the governments reasoning for implementing the rule is flimsy, the government says theres substantial research to support it. A spokesperson for the Minister of Education, Liz Sandals, said research from several pediatric care organizations suggests that a lower ratio of children is better for development and better for their safety. One government-quoted study says that having more than two toddlers in a caregivers home is a fire hazard. Does anyone know the source of this research, i.e. which studies were done and what year, who the experts consulted were and what data was compiled? Were they recent studies commissioned for the bill, or older studies? Also, can someone tell me what the age ratio-to-caregiver will be used in childcare facilities after Bill 10, and if there are regulations isolating children according to age (i.e. under 2 all in one room, 3-year-olds in another room, etc.)? I need to know this before Monday for my presentation. Thanks!
