On this date in weather history, December 2, 1996: A strong low pressure center and a large system of frontal boundaries moved across the eastern third of the United States from November 30th through December 2nd. The system brought very heavy rain to the Mid-Atlantic, and most areas had over 1.00 inch of rain on the 1st of December with locally higher amounts of over 2.00 inches of rainfall. The widespread heavy rainfall led to minor to moderate flooding for most of the rivers in the region by December 2, with the exception of the Tioga River where water levels crested above major flood levels.
