Once reinstated to my rightfull place on the Anglophone East DEC as the Legally Elected Councilor for Sub District 4, one of the first orders of business is to push for proper training of both DEC and PSSC members to guarantee there is never the repeat of the tactics that unfolded over the last year. This in turn will provide Students and Parents a DEC that works to the benifit of the stakeholder not the establishment! There are a lot of questionable issues; 1. like the lack of transparancy that has plagued the former district 2, Anglophone East DEC for several years! Most people do not know one of the other sister DECs in N.B. posts their Public meeting minutes tapes for transparancy! 2. This habit of an in-camera meeting before every Public DEC meeting has developed into a tool to keep the constituancey from hearing issues that are not related to the actual intended purpose of In-camera under the Ed Act. 3. DECs and PSSCs NEED to be informed and schooled in who they represent and I have access to a PSSC Manual that makes an excellent training guide and all the information to help the DEC become self informed as well. The list of what the PSSCs and DECs were originally established for is what my going to court on 9 / 11 is going to bring out publicaly. Through the actions of several members of the Anglophone East DEC they have only themselves to thank for the September eleventh scheduled court case being filed on May 31st 2013! Complaint filed by Councilor George Crossman was done on November 20th 2012 and was filed under; POLICY TYPE: Governance Process POLICY NO.: 4 POLICY TITLE: Code of Conduct PAGE: 4 LEGISLATIVE AUTHORITY: Education Act Code of Conduct 1. General 1.1 It is the responsibility of the District Education Council to establish objectives and policies aimed at addressing the particular priorities and needs of the District. The DEC is responsible for developing policy which governs the operation of the schools in its district in the areas of education, school performance, and infrastructure. Each Member of Council (Member) is responsible for contributing to the decisions and responsibilities of the DEC. 1.2 The regulations of the Education Act provide the authority for this Code of Conduct. Members must follow the policies governing conduct contained in this Code of Conduct, the Education Act and the policies of the Department of Education. Section 40 of the Education Act requires that every member of a District Education Council: “(a) exercise his or her duties under this Act in good faith, (b) comply with this Act and the regulations, and (c) refrain from exercising individual influence or authority over the superintendent of the school district or over other school personnel.” 1.3 DEC and all members must comply with all laws, regulations and rules that apply to the Department of Education employees and volunteers. The DEC and its members uphold the dignity and rights of individuals in accordance with the New Brunswick Human Rights Act and the Canadian Charter of Rights and Freedoms. Questions or concerns regarding legal issues should initially be brought to the attention of the DEC Chair or Vice-Chair
