One of the issues with universal background checks would cost KC millions of dollars in lost revenue. Part of the problem is the 72 hour cooldown period after all information has been gathered. Now, for many firearm purchases, that is just an inconvenience, but for Gun Shows, it means that the cooldown period exceeds the length of the show. Net result? No gun dealer could ever legally sell a gun at a gun show with this requirement in effect, and they would have no reason to ever do gun shows at all. Several times, when universal background checks were proposed, a comprimise, shortening the cooldown period to a more reasonable 24 or 36 hours. This would still allow the background check, and not effectively outlaw every gun show in the country. As usual, they try to make the proposal sound reasonable, but then slip in the onerous, unreasonable aspects in the fine print. As it exists, universal background checks outlaws an entire industry, gun shows, and would cost KC millions of dollars, and the state of Missouri, hundreds of millions of dollars.
