One of the key contractual conditions for the validity of the khaleefah is capability This is extracted from the below narration “I said: O Messenger of Allah, Why don’t you appoint me (to an official position)? He patted me on the shoulder with his hand and said, “O Abu Dharr, you are a weak man and it is a trust and it will be a cause of disgrace and remorse on the Day of Resurrectin except for one who takes it up with a full sense of responsibility and fulfils what is entrusted to him (discharges its obligations efficiently.)” (sahih Muslim). Therefore the person must have the capability to fulfil the role of the khaleefah which includes amongst other things: Providing security Implementing law and order Protecting the boarders and the citizens. Manifestation of the rules of Islam Forbidding evil Directly supervising the affairs of the ummah. Etc If a man is given bayah but he cannot provide himself protection and has to remain in hiding this is the clearest indication he doesnt have capability for the role. This wouldnt be surprising when such a person does not receive bayah from the ahlel nussrah and the ummah but rather is a self declaration from a group.
