One of the most important things that transitioning countries like Libya and Burma can do today is implement strong rule of law reforms, especially those that can be implemented in the near term and are hard to unwind. The establishment of transparent auctions to privatize public assets is critical. So too is the reform of laws constraining civil society organizations and non-governmental organizations.
