One way of moving this forward: SAEF Budgets Our budget should be a simple thing to figure out, we are not building motor cars! National office: Assume R200,000 pm operational expenses. Don’t see an allowance for any cap ex items? Obviously after a complete justification has been supplied. With a 10% unexpected expenses contingency and a 10% allocation for reserves we can derive our national subs. R200,000 x 12 = R2,400,000 + 10% = R2,641,000 x 10% reserves R2,904,000 between 10,000 members = R290.40+ vat per member per annum. Please note when an annual subscription is paid only the current months portion is immediate income the balance is a liability, drawn down as the months progress. Just one of many reasons we need a balance sheet with our projections. Additional charges (horse reg, passports etc...)should be actual cost to SAEF + 10% no need to charge more. Provincial structures An SAEF provincial fee per member is levied annually @ R100 per member x 10,000 = R1,000,000 split between 9 provinces R111,111 provincial income to be used as each province sees fit. This would mean an annual SAEF fee of R391 + vat per annum.. Thereafter: Each province must sit down with its committees and codes to determine tasks, their allocation (who will be doing what) capital projects and at what cost, if any, are associated with these tasks and projects. Whatever that number is; split it between the provincial memberships. This number will be known from the central database. The provincial players performance can then be measured against their stated objectives for the year by the members and reelected or not. DAs, I suggest, also present their national office costs, development and cap ex plans for the year to their membership for approval. This should then be charged as a pay to play fee per entry standardised across the country. As it stands the DAs are not connected to SAEF in any financial way hence their budgets costs etc fall outside of SAEFs remit. Should this situation change then these would be part of the provincial budget calculations. Keep it simple folks....
