Harper had until Sept 2013 to file defence under 3 sections of Geneva Convention for multiple violations and didnt. The World response to CIA report to US Senate has Leaders suggesting Arrests and ICC Trials .. and some allege that their is more far more damning proof of CIA conduct to come .. the mea culpa was pre-emptive to blunt far worse ! Bush II just cancelled Swiss trip in Feb 2015 made nervous of arrest .. some of the actions admitted to by CIA .. were tried in the Hague.. made famous by Canadian Judge Louise Arbour .. Balkan War and convictions. Harper ought to be as worried about ICC as his investigation proceeds .. Canada was a lead nation on ICC and advancing the UN role in International prosecutions for War Crimes.
