Open Letter to our Primeminister Mr.Narendra Modi ji In quest for change in Assam Socio-political condition of Assam today is submerged in a whirlpool of problems which are being created and nurtured by political gimmickry and social negligence.Assam is the state where we found the high rate of population blast.On the other hand planning commission of India latest report figured that it is the ranked last state in overall progress perspective. Although the UPA government demands that during their term Assam has received the fastest progress, but the real picture seems to be totally different. The rate of progress during 2004-2005 to 2011-2012 in Assam is just 5.76%.It is obvious. As the state is suffering with lots of anomalies, even the ruling party is struggling with internal confrontation, how the state can mark a smooth and faster development? According to the census 2011, within one decade 45,50,048 numbers of people added to the total population of Assam, than that of the total of 2001 Census.14 districts found high rate of population explosion which are frequently doubted for sheltering Bangladeshi migrated people. The total percentage of population growth in Assam is 17.1%, which is an alarming one to the state like Assam, full of burdens and socio-economic challenges. The picture clears that immigration problem is mounting high in the state, specially in these areas.It it is due to lack of efficiency to perform the government duty in that very part, The indigenous people specially the tribals feels ignored by the government approach and fear of losing their cultural and traditional value which they put in their heart for long. Those people are afraid of losing their ethnic importance, their language and festivals whether for infiltration or migration. Best example is Assam; the Kokrajhar riot. Many people got homeless due to the ethnic violence between Bodo and Muslims. The UPAs waggle to Telangana has caused the separate statehood demand committees to intensify their agitations, with the hills districts of Karbi Anglong and Dima Hasao already in grip of violence and threat of similar protests in Bodoland and Kamatapur areas. At a time when the India-China border dispute is hogging the limelight and causing unease in the Indian establishment, many festering inter-state border disputes in the Northeast that are sowing seeds of discord seem to elude the attention of policymakers at the Centre. As tensions mounted and relations deteriorated, the concerned states tried to resolve the issue by holding negotiations. Unfortunately, negotiations failed and third party intervention was sought to resolve the matter. For instance, in 2005, the Supreme Court had instructed the Central government to constitute a boundary commission to settle various inter-state boundary problems in the Northeast. The Centre had earlier constituted two commissions, the Sundaram Commission (1971) and the Shastri Commission (1985), to settle the Assam-Nagaland border dispute. These commissions failed to resolve the matter as the concerned states did not accept their recommendations. In a significant move, Nagaland, Assam and Meghalaya decided to co-operate with each other to solve their respective border disputes with Assam. They strongly favoured negotiations with Assam and opposed any third party intervention. However, given the track record of such talks, It is time the Centre took a bold initiative to facilitate a fair settlement of the festering border problems in the Northeast.Various groups including in political violence to air their grievances include students, teachers, trade unions and the like. Growing indiscipline and unrest among the student community may take the form of bandhs, lathicharges, gheraos and even stabbing by the criminal elements on the campus. In fact, campus political organizations and trade unions are affiliated to or supported by the national / regional political parties. The swamp of poverty in which Assam is gasping today is an outcome of cumulative inadequate economic policies of successive state governments since independence. Assam today is in a whirlpool of economic disorder where major amount of the budget estimates is going in repayment of loans. Flood and erosion are two most damaging features of Assam costing heavily on the state exchequer. So far only short term measures have been taken producing no permanent solution to the problem.Meanwhile, industry experts also opined that impact on inflation is expected to be limited but it could become a bigger concern if heavy rains continue. According to various news reports, policymakers have been struggling to control high inflation in recent times. But despite slow economy rate, the food prices continue to touch the skies.As noted economist Dr Jayanta Madhab says, Make agriculture your business. Agriculture taken up with a pure professional profit motive will bring about a reawakening in the rural areas, providing the farmer with financial security and all round development of the rural society. Developed agriculture means developed infrastructure, good communication connectivity, better rail-road facility and best of all stoppage of brain drain. Because, once educated, youth in the rural areas turn towards cities for a better higher standard of living. Their qualification serve as a hindrance to their age-old agricultural life. But a technically developed village with adequate source of income will surely resist educated youths from moving out thereby solving the unemployment problem to a large extent. For this it is essential to go for an attitudinal change of the people. More and more institutes of vocational training should be opened in every nook and corner.Because at this juncture of the economy, there is very less need of higher secondary and college graduates. “Today the society needs more technically qualified people who can be self employed and also create employment opportunity for others. Moreover, this would lead to technical up gradation in farming and cultivation.” stated researcher Sangita Sarma. Is not Government responsible for that? Border management and examining the citizenship of each single person should be the prime concern of the Government.To run an effective administration policy, planning and decision making should have a balanced relation. It is the other obstacles in different level of administrative structure shows that balance of policy-plan- decision making is missed somewhere. It is happened due to lack of actual implementation of the Rationalist, Humanist, and Integrative approaches of decision-making. Lack of public relation, public–cooperation, and insufficient research based ideas are another loop-hole. Leadership is another requirement for exact run of an administrative system. The success or failure of an organized structure depends upon the efficiency and motivation of top leadership. (Goel, S, L, Advanced Public Administration, page, 175). Mean while hope must be alive having with the growing public participation, the key to success of democracy lies in the acquisition of the process of good governance. India’s policy of liberalization of the economy seems to have no effect on Assam’s starving economy. Investors are reluctant to come into this insurgent infested violent state. Some where I read “ Emphasis only on evils of society renders negative publicity to a state thereby bringing disastrous effects to the development of the region. A society encapsulates both positive and negative aspects. Bringing into limelight the evils of society is also the duty of media. But there has to be a balance. Because in today’s global world, media can make or destroy an issue.” That is true, so far I believe too.. A number of corruption scams involving politicians have surfaced in the UPA term. The reason behind the reluctance of UPA in investigating them and bringing the culprits to book is anybody’s guess.All the measures till date to revive falling rupee have failed and the nation is heading towards a bigger mess. National Integration remains a crucial issue in India, notwithstanding the fact that we boast of a civilization, which is nearly 5000 years old. India’s ancient, unique and great culture and civilization has been a great unifying factor. The variety of life here makes a complex but wonderful and a whole pattern.The Hindus, Jains, Sikhs, Buddhists, Muslims, Christians, Jews, Parses etc., live here in harmony and trust.Let the States have more powers to implement their economic programmes but we should see that the Centre is also clothed with sufficient powers needed to maintain the unity and integrity of India as well as to safeguard its independence from external aggression and internal subversion. We should strive to maintain the relationship of common brotherhood. We should uphold the torch of unity irrespective of our different faiths and creeds. Ultimately, strengthening the National Integrity System promotes better governance across all aspects of a society and contributes to a more just society overall. The transition started due to the extreme corruption led anarchy in the Congress(I) led UPA rule.After being suffered by an era of Anarchy and Corruption the Indian people played the decisive role and dethroned Congress Government by the historical verdict.After 30 years back A party got single majority!What a change.Indian voted for change and development.What is important, believes in Modi as a Promising P.M, voters of India decides.Important break through at a time when India needs to rescue from dynastic politics of Gandhi Family.It is obviously the moments for few cheers.Simultaneously it is too important to get ready to plan for further action and policy implementation aiming at a developed nation.The 1 billion Indians look forward to the real progress of India with sharp eye.The common men started to think with brain.Nepotism and bribes cannot swindled the common people,the good sign highlighted.I am happy that Changes prevailing to the scenario.Stephen Garvey thoroughly argues that “voting the way it is typically done is so flawed that a more evaluative approach to democracy would be a better way to judge progress, determine leaders, and ultimately achieve a better (and real) democracy.”The fight against corruption is being more strong day by day. Checks and balances are improving.To run an effective administration policy, planning and decision making should have a balanced relation.Leadership is another requirement for exact run of an administrative system. The success or failure of an organized structure depends upon the efficiency and motivation of top leadership.The entire nation has been boasting about the young generation at our disposal, but the challenge is to utilize these resources by generating employment opportunities. The best thing that BJP (Bhartiya Janta Party)led NDA has done is to declare Mr. Narendra Modi as new Prime Minister of India.We are happy to be part of the future.People discuss about everything.The media and press is free and critical,very rich and elaborate.India is the home for many minorities and has a very liberal refugee policy. One has to be here with the heart, and one loves it.We need to clean up a lot of things in our own house - but we do not want to surrender our market to MNCs! I am sure we will manage. We want to be part of globalization but do not want to surrender our identity and culture.All we are dreaming for a better India.
