Operation Hapsay Dalan Update: Had a meeting with RTAs Engr. Nonito Oclarit, CLEAN [Loloy Roldan and Roy Maagad], CRCD [Doy Ramiro] and COCPO Traffic Division [Col. Mike Deloso and Co.] to discuss Project Roving Deputies. The accredited organizations CRCD and CLEAN will discuss with their respective volunteer members who were lately deputized as traffic enforcers the creation of their respective teams that will compose the Roving Deputies. The COCPO-Traffic Division will at all times be ready to render assistance to the Roving Deputies. Below is a coy of a public info material disseminated by Ms. Maricel Casino-Rivera: The Operation Hapsay Dalan will launch the “Roving Deputies Project” where traffic enforcers and deputized personnel will randomly check traffic violations around the city and issue citation tickets to erring motorists. This will be implemented by way of “roving apprehensions” or through the “roving passengers”. For the “roving apprehensions”, there will be two or more deputies who would go around the city and randomly check on traffic violations and apprehend the violators. For the “roving passengers”, there will be deputies who would ride the PUJs [and other public utility vehicles, e.g., motorelas] pretending to be ordinary passengers and who would pay the correct fare but they will be on alert for traffic violators. If a driver violates rules such as the no loading/unloading signs, one deputy will call the attention of the driver but if the driver continues to ignore the warning, the other deputy will apprehend the driver. The participating operatives in this project are the RTA enforcers and the deputized volunteers from the Campaigners of Road Courtesy and Discipline (CRCD) and CLEAN 10. They will be assisted by the COCPO-Traffic Division. It is expected that the project will instill awareness on motorists to observe traffic rules even if no traffic law enforcer is in sight. Notes: 1. The RTA will also implement soon the issuance of Positive Tickets that will express appreciation to motorists who observe traffic rules. Design of the positive tickets is being worked out by Nits Oclarit] 2. The RTA will soon fabricated wheel clamps that will be used to disable illegally parked motor vehicles, as authorized by the Traffic Code of Cagayan de Oro.
