Good Day, I wish to object to the proposed development of the Goat Islands & Portland Bight Protected Area for the following reasons: 1) The Portland Bight is a national park and legally protected area under both national laws and international agreements. 2) The public was not and has not been fully informed as to the scope of the proposed project, nor has it been asked to participate in discussions about the location. 3) By permitting this development in the Portland Bight Protected Area goes against section 13 (3)(l) of the Constitution of Jamaica as expressed in the Charter of Fundamental Rights and Freedom which offers persons in Jamaica two main entitlements, the right to enjoy a healthy and productive environment that is free from a) the threat of injury or damage from environmental abuse and: b) degradation of ecological heritage The right to enjoy a healthy and productive environment is a positive entitlement. This suggests that the right is concerned with more than just overt environmental threats but seems to mean that people are entitled to a high standard of environmental integrity. It is therefore a violation of human rights and the Constitution of Jamaica to proceed with this project in the Portland Bight Protected Area. I urge you to reconsider the placement of the transshipping hub in the Portland Bight Protected Area. I also urge you to move forward with the United Nations Biosphere Reserve application that was deferred granting the PBPA Biosphere Reserve status. Thank You for your time,
