Operations Officer/Agribusiness Specialist International Finance Corporation - Kyiv, Ukraine Job description IFCs Sustainable Business Advisory (SBA) Business Line works primarily with firms in manufacturing, agribusiness, services, and infrastructure to contribute to the creation of inclusive, environmentally sustainable, and efficient markets. SBA works across three thematic practice areas: (i) environmental, social, governance and industry standards; (ii) clean energy and resource efficient solutions, and (iii) supply chain and community investment. IFC has growing activities related to agribusiness across a number of key commodities, involving working along the supply chain with producers, processors, traders and retailers to improve and strengthen farm management, sustainable productivity, post-harvest processing and certification, access to finance and market links. It is a direct response to IFC’s corporate strategy of unlocking sustainable investments in agribusiness. Work in this area also supports the World Bank Group’s Agriculture Action Plan (FY2013–2015) which projects an increase in support to agriculture and related sectors from an average support in FY2006–2008 of $4.1 billion annually to between $6.2 and $8.3 billion annually over the next three years. IFC is seeking an Agribusiness Specialist to help strengthen and scale up its advisory to agribusiness clients in Eastern Europe and Central Asia (ECA). The Specialist supports the design and implementation of IFC’s agribusiness advisory projects and provides knowledge leadership for our clients that build upon a private sector driven focus to agribusiness development. The position is based in one of IFC’s offices in the region, most likely Kyiv. The Specialist is expected to work closely with IFC’s Advisory and Investment staff for designing comprehensive agribusiness solutions for firms and group of firms. Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 3 year term appointment. Duties and Accountabilities The Specialist will be involved in new business development, project implementation, and knowledge management. New Business Development • Providing support and guidance to management and staff on strategy, policies, advisory project design, and result measurement; • Support the regional efforts to develop a pipeline of new projects and to further the growth of agribusiness primarily in ECA (SBA) and other regions on a “needs basis”. Work in close coordination with investment departments, country managers and other advisory services to identify advisory opportunities and provide relevant expertise to develop a pipeline of projects. This would include meeting with senior management of clients identifying client needs and possible solutions; • Monitor the World Bank Group’s operations related to commercial agriculture and agribusiness to determine trends, opportunities for project development and coordination in project delivery. Project Implementation • Contribute to the implementation of agri sector advisory projects namely in the grain, edible oil, and horticulture supply chain, which can include - On-job training, coaching and advisory support to IFC’s clients, partners and beneficiaries on implementing the innovations and new approaches being recommended by the projects; - Develop training programs, educational materials and implement farmer outreach approaches; - Provide support to investment colleagues on structuring supply chain financing solutions; - Support the hiring, coaching, and managing technical consultants and control of the consultants’ work and services to clients; and - Support the design of an effective monitoring and evaluation system for project work and development impact. Knowledge Management • Work closely with IFC advisory and investment colleagues and the World Bank’s Global Practices team to leverage the World Bank Group’s (WBG) global experience and expertise for enhanced delivery of services and results to clients; • Contribute to the development and maintenance of a knowledge management framework with a view to: - Increasing staff capacity to identify, design and implement agribusiness projects, in close collaboration with WBG partners in client countries and regions; - Contributing to global and regional team’s development and housing of a suite of tools (from diagnostics & implementation to monitoring and evaluation); - Disseminating best practice and implementation experience; - Increasing knowledge transfer to clients; and - Improving the overall quality of projects executed. • Support actively knowledge management and dissemination. This could include peer reviewing project concepts/documents from other regions, sharing best practice, participating in broader learning or knowledge sharing events. Selection Criteria IFC is seeking a seasoned, highly-motivated professional with experience in agribusiness development who can work well with limited supervision, think independently and is results-oriented. A summary of qualifications follows: • At least 10 years of experience in the private agribusiness sector; • Master’s Degree in Agriculture, Agriculture Economics, or related area; • Demonstrated technical knowledge of best practices related to agribusiness with a private sector focus; • A track record of managing successful agriculture development projects, preferably in a developing country context; • Strong technical knowledge and experience in the following areas as they relate to emerging economies: - Supply chain management, with emphasis on horticulture, edible oil, and grain sector; - Hands-on farming experience or working directly with farmers; - Private sector investments in agribusiness. • Ability to develop innovative solutions and challenge the status quo in order to build the business; • Recognized as a team player, ability to effectively build consensus, and ability to collaborate across a multicultural, multinational organization; • Well-developed client relationship skills and sensitivity in dealing with development partners, private sector and government authorities; • Strong analytical skills and ability to communicate ideas clearly and confidently, articulate issues and recommend solutions; • Persuasive writing, proven ability to prepare proposals and reports to a high-level of English proficiency.
