Organisation: UNHCR Location: Kassala Type of Contract: National Consultant Duration of Consultancy: Initially 5 Months Type of Service: National Consultant (Community Technology Access) Start Date: ASAP 1. Context UNHCR Sub-Office Kassala has received equipment for the establishment of two Community Technology Access (CTA) centers in Shagarab and Um Gargour camps in Kassala and Gedaref states respectively. The office has been seeking to discern and decide what the best use for these unique resources is. The consultant will act as a focal point for the CTA (Community Technology Access) in the area of operation and support UNHCR’s work regarding the CTA programme and strategic directions. He/ She will work closely with Community Services staff under the direct supervision of the Community Services Officer and overall supervision of Senior Protection Officer. Under the general direction of supervising Officers, the consultant will establish the CTA services in two camps and provide any necessary assistance in running the CTA centers in liaison with concerned parties including refugee community members. 2. Assignment Requirements Under the supervision of Community Services Officer, the incumbent performs the following duties related to the CTA: The incumbent will be responsible for the setting up and establishment of the CTA programme which aims at promoting education and livelihood opportunities of refugees through enhanced access to technology and computer literacy. The incumbent will perform based on baseline assessment to establish the CTA services in two locations (Shagarab and Um Gargour). This will include the provision of advanced IT training component to carefully selected candidates from the respective communities, organizing Training of Trainers (ToT) on the running, management of the CTA and enable community staff to be able to maintain and provide quality IT service; identify and establish other computer-based services that will enable the center to become self-sustaining; provides guidance and training on the organization of students in partnership with the relevant education institution. i.e Sudan Open University. Followings are more detailed duties: -Verify servers and IT equipment available against the specifications and requirements: -Carry out an in-depth assessment to provide critical feedback on existing gaps, challenges and opportunities; -Establish the network policies to be implemented as related to users, groups, printer sharing (if any): -Decide on the network operating system appropriate for the centers taking into consideration the IGA component of the project i.e. net-cafe and Voice over IP services such as Skype, Tango and Viber: -Propose essential recommendations to address identified gaps: -Identify the training needs of the ICT recruits: -Organize, monitor and moderate ToT on LAN, workstation and printer repair and maintenance: -Develop and implement common teaching technique for two centers: -Monitor first two classes on the spot with a provision of hands-on advise and coaching: -Ensure in close consultation with other service providers, at the CTA centers, the link and the admin support necessary for long distance students are available: -Design and plan the two CTAs centers in a way that they become fully self-sustaining after as quickly as possible but not later than two years: -Establish necessary backup and server and workstation recovery systems: 3.Outcome: 1st phase – two and half months - Shagarab •The CTA site surveyed, existing environment examined, equipment verified and gaps identified (this includes network and electrical connections, outlets and equipment and other issues related to temperature and safety requirements). •A detailed action plan for the first two and half months developed •A detailed programme with budget containing three components (1)Distance Learning, (2)IGAs and (3)Computer literacy developed in consultation with beneficiaries •Computers, server and related IT equipment set up. •Software installed and network polices regarding Users, Printers sharing, internet accessing and security developed. •Best internet connection solutions (fine bandwidth and low cost) secured. •IT and other support staff identified, recruited and trained. •Back-up strategies and disaster recovery established. •The CTA centre activities in Shagarab started. •Computer literacy programs started •Arrangement with distance learning education providers made. •Support and access to online training as provided for by the relevant service provider provided. •Computer-based IGA activities established •Close supervision and monitoring of activities maintained. 2nd Phase – two and half months – Um Gargour •The CTA site surveyed, existing environment examined, equipment verified and gaps identified (this includes network and electrical connections, outlets and equipment and other issues related to temperature and safety requirements). •A detailed action plan for the first two and half months developed •A detailed programme with budget containing three components (1)Distance Learning, (2)IGAs and (3)Computer literacy developed in consultation with beneficiaries •Computers, server and related IT equipment set up. •Software installed and network polices regarding Users, Printers sharing, internet accessing and security developed. •Best internet connection solutions (fine bandwidth and low cost) secured. •IT and other support staff identified, recruited and trained. •Back-up strategies and disaster recovery established. •The CTA centre activities in in Um Gargour started. •Computer literacy programs started. •Arrangement with distance learning providers made. •Support and access to online training as provided for by the relevant service provider provided. •Computer-based IGA activities established. •Close supervision and monitoring of activities maintained. A detailed end of assignment report with activities undertaken and recommendation provided. 4.Essential minimum qualifications and professional experience required -University degree in ICT. -At least 5 years of experience in designing, planning, installation and verification of LAN systems and computer networks. -Previous work experience in installing LAN and network systems for educational institutions is an advantage -Solid knowledge in the management of computer-based services as an IGA component -Required for the knowledge in the management of computer-based services as an IGA (Income Generating Activities) component. -Excellent command of spoken and written English and Arabic.
