Our 2006 DP Manifesto:Sebaana Kizito. I have lived in Uganda my entire life. I have been involved in public life for over 40 years. I began my public service shortly after in¬dependence.I have served this country in my long career as a civil servant,manager and political leader.I have an all round experience.I am a lifelong member of the Democratic Party that has been on the side of Ugandans since independence against repression, dictatorship, militarism and abuse of human rights. In the last years, some progress has been made to rebuild the independence dream of a prosperous and progressive country that nurtures the dreams and aspirations of our people irrespective of ethnicity, gender, age or social class. Unfortunately, such efforts have fallen short due to lack of commitment and honesty within our political system. We have chosen expediency over building strong function¬ing institutions and neglected other areas and sectors which has undermined the social cohesion of our country. We have failed to improve the life chances of our greatest resource - our people. The Democratic Party of which I am its presidential candidate commits itself to change that once elected. I know that Ugandans whether in towns or rural areas are among the most resilient and entrepreneurial people in the world. They need a strong and princi¬pled government to protect their interests and aspirations. In line with our theme,“From Poverty to Prosperity”, I promise to put fairness at the centre of all our policies and pro¬grams in order to realize the full potential of all in this gifted land “The Pearl of Africa”. The Democratic Party has fought consistently for respect of fundamental human rights and continues to fight hard to entrench the principle of competitive,yet peaceful politics where diverse opinions are heard and respected. The Democratic Party also believes that private enterprises protected by democratic traditions are what Uganda needs to grow and provide for its growing population. As your Commander-in-Chief, I will end the legacy of militarism in our politics. The role of the armed forces and security forces is to defend our people from our enemies within the laws of the land. Our manifesto sets out to create a progressive and modern society where opportunities shall be open to all irrespective of political background, ethnicity, gender, age or reli¬gious creed in order to fully utilize our comparative advantage-our people. That is the mandate I seek from you as we strive to create a peaceful, equitable and tolerant coun¬try that celebrates our people’s diversity regardless of their social, political or economic background. At the international level, I shall ensure harmony with our neighbors and trading part¬ners. Politics should not be a scheme that benefits a few at the expense of the many. Nor should public office become a personal tool to acquire and retain power at all costs. Together we will invest in a sound education system and affordable healthcare for all; create jobs, minimize poverty, create social security for the elderly, disabled, and termi-nally ill. Together, we will end the politics of corruption, deception and theft of public resources to fund the lifestyles of the rich and reform government functions to ensure better serv¬ice delivery. Together we shall attain the dream of balanced growth by paying special attention to both rural and urban areas, and giving equal priority to both agriculture and the indus¬trial sectors. This is the Democratic Party’s vision of uplifting Uganda from “Poverty to Prosperity”. Our promises are modest, but built from years of observation and experience. We will not mortgage our future on grand projects and reckless spending. We will always put the interests of our people first. By closing the corruption gap,there will be less need for borrowing from domestic and external resources. By shrinking the size of government, funds will be released for most of the promises we are making in this manifesto. And above all,by ending the war,all Ugandans shall reap the peace dividend as we can again have the flexibility to invest in programs that benefit our people. I invite you to join us in the Democratic Party to realize this mission. Please Vote wisely. Vote for an equitable society. Vote for peace for all. Vote for zero tolerance towards cor-ruption and cronyism. Vote for the Democratic Party, secure our future and the future of our children. The Democratic Party needs your vote. Vote Peace, Stability and Opportunity. Vote to move launch Uganda from Poverty to Prosperity. DP President
