I so much appreciated Sanusi vide his earlier policies which has transformed the banking sector tremendously and the lot of laurels he earned so far, but neglected his staff to suffer and have no pity on the CBN Senior Citizens (PENSIONERS). The Appointment of Governor of CBN and two deputies to assist him should now be within the old Staff whether retired or serving Directors or Deputy Directors (MRS SARAH ALADE IS A GOOD EXAMPLE OF OLD CBN STAFF NOW DEPUTY GOVERNOR) while the other deputies could come through political appointments for the best service and to avoid the confusions always created by those strangers who always take over such sensitive position because of politics. I respectfully write to thank you, Mr. Soni Daniel, on your indebt, positive and concise write up on Tuesday, 20th November, 2012, titled “TENSION IN CBN, OVER APPOINTMENT AND PROMOTION’. I have taken my time to peruse and assimilated the opinion of Mr. Ugo Okoroafor, one of those who benefited from the outrageous placement on executive positions instead of Managerial positions appropriate to them when they were employed. The implication was that only very few lucky of the old staff who qualified for promotion then with between 20 - 25years of service were promoted as the relevant vacancies to accommodate them had been stolen and given to the favoured newly employed, though junior in all ramifications, and by this unholy arrangement became their seniors. Mr. Okoroafor, who has now been promoted and appointed Director of Corporate Communication, has assumed the position of a Law maker in the house of Central Bank and emphasized that the bank was not bound by any other law to use only existing staff in its operation, but his law which permits him to employ and appoint both qualified and nonqualified people into the Central Bank operation which he has ignorantly justified to surpass those who have contributed a lot to the development of the banking industry and have been denied the benefit therein because of his so called two special grades. With due respect, whatever policy required for adoption to strengthen the system requires the support of the serving staff and they should be given preference on further training to achieve whatever target the bank intends to set. Any effort made by Mr. Okoroafor to disregard this statement is detrimental to the progress, success and whatever the core mandate adopted to meet the challenges of building a stable banking system capable of rendering quality financial services, as well as ignore the various courses the affected staff have attended both locally and internationally over the years, sponsored and paid for, by the Central Bank of Nigeria. I hereby question the due process Mr. Okoroafor has followed that gave him the opportunity to accommodate the Principal and Deputy Managers in the absence of available vacancies for promotions or does it mean the overdue staff are not capable to give their best if given the opportunity of the required training or has the Central Bank been wasting the huge investments on the various trainings so far! From investigation, I was made to understand that he was among those employed on this contentious arrangement by Prof. Charles Soludo as his Personal Assistant but rose astronomically to the post of Director within a period of 10 years. Also, the Director of Human Resources was employed in similar manner by Mallam Sanusi between May and July 2011. She was a Brewer, worked with Guinness and MTN respectively, normally, they should not be offered more than managers or Snr. Managers since they never worked in any bank; so, no banking experience, either from fake or reputable bank. Dr. Mrs. Sarah Alade, now Deputy Governor, CBN, journeyed through the ranks of CBN executives before becoming a Deputy Governor, also Mr. Tunde Lemo who was appointed from either Wema Bank top hierarchy, both of them know what it takes to become a manager in the bank before getting to the level of a director, more so in Central Bank of Nigeria. I want Mr. Okoroafor to understand that we, the retired staff, are still active in our capacity despite all odds hence we shall continue to guide and offer required advice to our serving colleques for better tomorrow, whenever necessary and I hope Mr. Okoroafor will listen to the voice of wisdom. One of our comrades now in Government (as state Governor) had agitated for credible, capable, honest and dedicated workers to be given their rightful positions, emoluments and respect, for equity, justice and fairplay. I put it to Mr. Okoroafor that his response lacks respect for the generality of staff and the history of CBN made possible by past Governors, Deputy Governors, CBN board members and veteran Officers of the CBN Joint Consultative Councils (JCC). This has also confirmed that he is one of the bad advisers to the able Governor. He has not only set the Governor and top management against the staff but also created disaffection amongst staff; this is dangerous in the CBN, the watch dog of the nation’s economy. How did he claim to improve an organization like CBN, without taking into cognizance the efforts of those who worked there before his employment as P/A, mostly when some were there over 20years earlier? These people he ignored can lecture him on the best practice in banking, even of today, as CBN In-service training which they have attended was one of the best for its members of staff both local and overseas. The Governor, Sanusi Lamido Sanusi is a world acclaimed best banker with many laurels, he has done a lot to improve the economic standard of the banking industry. Those misleading him against good internal administration are deceiving themselves because God has already made him what he would be after his tenure in the Central Bank. Mr. Okoroafor should remember we have limited time to stay in the world - so your little time in the CBN should be used to do good and not to destroy the good things on ground. A word is enough for the wise. The Governor’s wonderful ways of achievement so far, his boldness to confront any area of the government for the sake of best banking practice cannot easily be forgotten, hence I said he was good, and still saying he is good, as he is sent to us by God at this critical period of the country, but, I am compelled to re-estate once more that the autonomy of the Bank should not be touched for any reason. However, there should be proper investigation on those raised issues on internal maladministration which can affect the smooth operations of the bank in various ways. If I may quote a verse from late Emeka Odumegwu Ojukwu. Book, page 99, titled: “BECAUSE I AM INVOLVED” “we are sadly, witnessing an upsurge of the politics of patronage in place of the politics of patroticism” it is a phenomenon that has pitched brother against brother, kin against kin in a do or die battle to secure a ring-side seat around the power stage”. Similar to the issue of Mrs. Aruma Oteh, the Director General, Security & Exchange Commission, the Director of Human Resources, Central Bank of Nigeria, Mrs. Chizoba Mojekwe, should be removed from Human Resources Department to pave way to a more experienced, humane, dynamic, God-fearing and friendly person, to man that sensitive department that deals with staff welfare amongst other issues. My brother Director, it is high time you advised the Governor to draw the attention of the Snr JCC Officers nationwide to these happenings to enable them proffer solutions, they love their Governor, I love him too, yet, I have retired after serving Government for the mandatory 35years meritoriously. The introduction of Deputy and Principal managers should be abolished just as the way they were introduced, instead, you may wish to continue the position of a CHIEF, known to be at per, with a Director, the same entitlement, same allowances, but without portfolio. What of before and after Mallam Sanusi Lamido tenure in the CBN? I am worried if the Governor will continue to retain some of these emergency Directors – already nicknamed emergency contracting Directors, by staff and outsiders. It was said these few Directors put their interests first before that of the Bank and the country last. I cannot comprehend the magic placed on some old staff who now watch the internal administration of the Bank been damaged but only grumbling, hence they have abandoned members of the JCC to their faith since some of them are now top management errand boys, conscience sold, to get material opportunity for only themselves until judgment day. There are some former very active JCC top officials in those days who have become Deputy Directors and Directors; how profitable it would have been to the Bank and the country’s economy if these noble men were posted to these derailing or strategic departments to give required assistance to the Bank and give truthful and honest advice to the Governor. All lovers of Nigeria Nation should rise to this occasion to save the Nation’s Economy from unexpected collapse emanating from some individuals who have now assumed they can do and undo while in the CBN. I hereby call on the Governor, Mallam Sanusi Lamido Sanusi, to take a closer look at the activities of the Director of Human Resources, Mrs. Chizoba Mojekwu and Mr. Ugo Okoroafor whom I doubt their capacities in the managing of their departments and other high offices of similar nature in the CBN. It will be beneficial to all, if genuine transformation is achieved when staff are promoted at the due time and the ‘Man-know-Man’ syndrome is eradicated or Checkmated. Every Nigerian is qualified to work in the CBN with the requisite qualifications, hence, I appeal once more to all, to protect the CBN from been used as a personal entity by either groups or individuals as it is now. May I finally call on the former Governor of the CBN, Dr. Joseph Sanusi amongst others, Dr. Shamsedeen Usman and Dr. Rasheed Mahe Rafindadi, former Deputy Governor of CBN now in the Presidency, to rise to this matter since all the good deed, they contributed to uplift the standard, moral and the money spent to train the various staff both local and overseas is now rubbished by those who want to dent the image of Malam Lamido Sanusi, before he checks out of the bank. May the spirits of late Alh. Ahmed the highly respected former CBN Governor and late Mr. F.E Stephen, my mentor, the former leader of the Snr. Joint Consultative Council, during General Ibrahim Babangida era, support the efforts of the staff to overcome the prevailing circumstances. To curb the persistent abuses of central banking in Nigeria by non-central Bankers appointed to head CBN, I recommend the following amendments to the CBN Act of 2007. 1. Empower the Joint Consultative Council to become a non-affiliated union operating independently within CBN. This will make CBN to function as a stable ongoing entity engaging only on stable changes that add lasting value to the capability to develop the economy of Nigeria eg Central Bank of Brazil, Tunisia, etc. 2. A serving Chief Executive of a Bank (regulated entity) should not be appointed the Governor of CBN until at least the expiration of the last financial year of his tenure and after serving a full term as the Chief Executive of the bank, among other requirements. This process will produce a seasoned and unbiazed Regulator not disposed to unleach vendatta on the serving staff of the CBN that recently regulated him. CBN staff are Nigerians and should be protected from overbearing Governor that seeks to indirectly punish the Officers that had honestly carried out their jobs as regulators and supervisors in line with policy. 3. A person to be appointed central bank Governor should be such that has served a minimum number of years in the banking and financial services industry in Nigeria (eg a minimum of 25 years) 4. The composition of the Deputy Governors should be such as to accommodate at least two well groomed central bankers capable of using the advantage of history to make sound decisions that are home-grown. The tendency now is to appoint Deputy Governors and Board members who do not have background in central banking and therefore require advisers to guide them. If the internal promotions had remained based on experience and performance, the technocrats would have been able to guide the political appointees. But the recent appointments, even in the career cadre, were not based on experience and performance.
