Our latest Rikers investigation is about Norman Seabrook, the powerful president of the correction officers union. Over two decades, he has amassed extraordinary influence and, in my opinion, has become one of the most fascinating characters in a city of outsized personalities. He once showed up at a deputy mayors house for negotiations dressed in a powder blue jumpsuit and carrying two pistols. Another time he cut short his eulogy at the funeral of a retired officer to race home to be with his family when his dog died. He is also, many contend, the biggest obstacle to reform at Rikers Island.
