“Our societys antipathy to law is truly tragic. We seem to have been remolded from citizens into consumers; to have accepted the lie that consumer choice constitutes the fullest expression of our values as individuals and as a society. But we are not only consumers. We are also friends, colleagues, family members, neighbors, volunteers, and citizens. In each of these roles, we make choices. Laws, binding expectations, rules and regulations can be profound expressions of the values that we, as citizens, choose to live by. Though not perfect, they are among the best instruments we have to mold the society that, as citizens, we want.” -Ned Kaufman, “Moving Forward: Futures for a Preservation Movement,” in Max Page & Randall Mason (eds.), Giving Preservation a History: Histories of Historic Preservation in the United States (New York, Routledge, 2004), 319.
