Over the next 4 days I want to elaborate on the 4 Common Sense Changes we want to see. Today #1, Public notice for large agricultural registrations: 1. Establishment of a statutory threshold amount at which agricultural surface water withdrawals are subject to the DHEC “permitting” requirements, including public notice and public hearings. Whether this threshold is set at the “3 million gallons per month” that is the current requirement for registration, or another threshold is chosen, the objective is to strike a balance between the interests of other stakeholders and the interests of the proposed withdrawer. Currently, the law allows for any agricultural user to request hundreds of millions of gallons of water from the river with no public notice. It is possible that neighbors wont know the water is being taken until AFTER the water is gone. We believe that our government should be more transparent and not give the appearance of secrecy and back room deals. Do you agree with this???
