Overview of Programmes proposed for The British Virgin Islands Technical and Vocational Institute Opening September 2014 Now accepting admissions Contact: [email protected] or 468 5806 for more information Preamble In keeping with the theme, ‘Creating a Culture of Excellence,’ the Government’s mandate is to create a Technical High School in its true essence. To accomplish this, discussion began in the Ministry of Education, under the leadership of the Minister, Hon. Myron W. Walwyn, to upgrade the existing British Virgin Islands Technical and Vocational Institute (BVITVI). Students failing the Primary Five Assessment will no longer be the target group for admission to the Technical High School, but Third Form (Grade 9) students from Secondary Schools interested in the TVET programmes offered at this institution. Enrolment of students into this institution will no doubt reduce the overcrowding in other Public Secondary Schools, in particular Elmore Stoutt High School (ESHS), thus allowing for better management of those institutions. Rationale The Government recognizes the need to cater to the educational needs of its people and is committed to providing equal educational opportunity for all citizens and to build capacity towards sustainable development. With the rapid development of the Territory, the constant need for labour and the scarcity of local expertise, attention to technical and vocational education has become a priority. Although much effort in technical education is being made at the secondary schools, their broader mandate to provide general education imposes a limit on the time available for technical skills training. Under such constraints students may not realize their potential level of competence. This Technical High School is designed with an awareness of the holistic and functional needs of students who are interested in developing skills that will enable them to pursue trades and become productive citizens. The school will be structured to enable students to achieve higher levels of proficiency in TVET areas and the option to obtain general secondary education certification. Eventually, this institution will also offer courses in the evening to persons who are interested in being certified with the skills necessary for entry into the job market as skilled labourers. Vision A centre of excellence for the development of a more technically skilled work force. Mission To provide technical and vocational training and authentic certification in the Virgin Islands, regionally and internationally. Goals The Technical High School will: Enable students to build competence in different vocational areas Provide access to secondary education through a technical vocational track Prepare students for national, regional and international certification Prepare students for entry into the job market What is Technical and Vocational Education Technical Education is defined as the academic and vocational preparation of students for jobs involving applied science and modern technology. It emphasizes the understanding and practical application of basic principles of science and mathematics, rather than the attainment of proficiency in manual skills that is properly the concern of vocational education. The goal of technical education is to prepare graduates for occupations that are classified above the skilled crafts but below the scientific or engineering professions. Students gain practical experience in student workshops and training grounds (apprenticeship). Vocational Education is education that prepares students for jobs or careers at various levels from a trade to a craft or a position in engineering, accounting, nursing, medicine and other healing arts, architecture, pharmacy, law etc. It is sometimes referred to as technical education as the student directly develops expertise in a particular group of techniques. Student Outcomes The major outcomes expected of students are as follows: Development of self esteem with respect to learning, by focusing on technical and vocational area of their choice Acquisition of communication, computation/numeracy and social skills that are necessary to function within the industry Development of technical and vocational skills by means of classroom lectures, shop/lab experiences and on-the-job/apprenticeship experiences Development of academic and social skills necessary to function in society To bridge the gap between the school and the labour force, thereby equipping them with employable skills To award successful students with either (a) technical and vocational certificate and/or (b) secondary school leaving certification along with regional or international certification (CXC, CVQ, NVQ, City & Guild etc) Programmes The programmes beginning September 2014 are: 1. Entrepreneurship ILM’s business and enterprise qualifications are aimed at potential entrepreneurs and owner-managers of small and medium enterprises (SMEs). These qualifications will take one through the process of planning and starting a new business, and help owners of SMEs boost productivity and efficiency. This qualification also offer a suite of qualifications for social entrepreneurs, consultants and others involved in developing and supporting new social enterprises. Every City and Guilds qualification has a credit value and a level. Levels indicate difficulty and vary from Entry Level to Level 8. There are three types of qualifications: Awards (1 to 12 credits), Certificates (13 to 36 credits) and Diplomas (37 or more credits). One credit represents ten notional hours of learning. Students at the institute will be allowed to pursue their vocation up to Level 3 where possible. Further qualification will be made possible at Hamilton Lavity Stout Community College (HLSCC). Certification All students will be required to write the CXC examinations in the Academic Subjects and City and Guilds and/or CVQs/NVQs examinations in the Vocational Subjects. The Secondary School Leaving Certificate will be awarded to students successful in the local secondary school leaving assessment. National Citizenship Programme All students would be required to complete a minimum of one hundred and twenty (120) hours of community service prior to graduation. Students will make their request to conduct community service via the Guidance Officer who will be responsible for their progress. This can be done anytime during their years of enrollment. Assessment The current Secondary School Grading System will be used. GPA needed for subject pass and Honour rolls: Pass2.00 – 2.30 Credit2.70 – 3.30 Distinction3.70 – 4.30 A GPA of 3.70 – 4.30 qualifies students for the Minister of Education Honour Roll and certificate of Exemplary Performance A GPA of 3.00 – 3.30 qualifies students for the Chief Education Officer’s Honour Roll and the Certificate of Excellence. A GPA of 2.40 – 2.90 qualifies students for the School’s Certificate of Merit.
