Oxfam Italia: Programme Coordinator Opportunity closing date: Thursday, March 20, 2014 Opportunity type: Employment Background The project “GET ANSWERS- Greening Economy Through the Adoption of New Solutions in the Waste and Energy Recovery Sectors” (DCI-AFS / 2013 / 307-032) co-funded by the European Union, is a scale-up action of the Netsafrica Programme in Northern Tembisa, a section of Ekurhuleni Metropolitan Municipality, the main partner of this initiative. The overall objective is to elaborate sustainable environmental development Initiatives in Ekurhuleni Metropolitan Municipality contributing to achieve South Africa’s priority towards a environmental sustainable development and transition to a lower carbon economy. Specific objectives are: to develop and implement climate change mitigation initiative through the, strengthening and scaling up a sustainable piloted Integrated Solid Waste Management model in the area of EMM; to promote job opportunities in the waste recycling industry, greening local economy and developing technical skills for the most disadvantages groups in the Municipality of EMM; to create an enabling environment for climate change responses strategies and action plan in the area of EMM. The target groups are: Waste CBOs (cooperatives); Government Officials of EMM Economic Department and Waste Department; the Northern Tembisa community (schools, CBOs, Youth Organisations); local stakeholders and private sector dealing with waste management. The main expected results of the action are: at least 3 CBOs improved their skills and increase their business; at least 120 jobs in green sector are created; at least n.10 EMM officials increase their capacity to implement an IWMS; at leat 4000 citizens and youth will increase their awareness on recycling and impact on climate change; improved waste managment in the target area; increased recycling and organic scheme implemented for the target area. OIT is in charge of managing the action in South Africa. OIT will be assisted in the implementation of the action by the Italian technical partner (CISPEL), and by the following South African partners: Ekurhuleni Metropolitan Municipality (partner) and the Department of Cooperative Governance as associated entity. Contract and salary: Fixed term contract. Salary: approximately 17 000.00 - 20 000.00 ZAR (gross per month). The position foresees medical insurance coverage, in addition to said remuneration. The exact salary will be defined based upon the candidate’s profile in agreement within Oxfam Italia’s internal salary scale. Scope of Work Within the context of the abovementioned Programme, the assigned work consists in implementing said programme under the supervision and technical assistance of the Programme Manager (PM), based in Pretoria; He/she will directly report to the Associate Country Director, based in East London. Key Responsibilities: Main Terms of References The Programme Coordinator will be responsible for: Coordinating the implementation of the mentioned programme; Planning and scheduling programme’s timelines and milestones using appropriate tools; Monitoring that all the activities of the programme will be implemented according to the approved; Programme framework and operational plan; Planning the monthly activities and, if necessary, reschedule the timing and the contents of the activities in order to achieve the expected results of the programme; Drafting progress reports in compliance with the internal monitoring procedures of OIT and the donors; Establishing and implement a Monitoring, Evaluation and Lessons Learned (MEL) system based on the Project’s Logical Framework (LF); Liaising with identified key stakeholders to ensure their active involvement in the programme; Keeping communication among the Italian and South African partners so as to facilitate the contacts between them; Assuring that all the inputs provided by the Programme Partners and the identified stakeholders are taken into consideration; Managing all of the administrative aspects of the programme according to the internal Oxfam procedures and the criteria of the Donor; Assuring a work team approach and a constant and full involvement of the local communities in the implementation of the activities; Managing the logistics of the Programme and help in preparing all related meetings and events, including the procurement of goods and services and the coordination of the services providers; Maintaining and updating the programme’s archive and other informational and promotional materials for dissemination to different target audience; Providing assistance to the missions of the Italian partner; Assisting external Monitoring and Evaluation teams during their mission; He/She will perform other duties as may be assigned. This position may require some travelling. Key Competencies: Essential skills of candidates: At least 3 years experience of project management related activities in the public or private sector; Excellent knowledge of EU procedures; Excellent knowledge and understanding of the EU Project cycle, result-based management (RBM) and Logical Framework (LF) approach; Good knowledge and direct experience with South Africa Local Government institutions; Computer skills: Proficiency in current office software applications and ability to operate e-mail / Internet systems; Language: Excellent command in written and spoken English and excellent knowledge of spoken Zulu. Crosscutting competences: Be flexible and able to work in a demanding, fast-paced work environment; Possess excellent communication skills (be capable of writing reports, memos, briefings and other written communications); Have excellent time management and attention to details; Be able to manage relationships (working in teams, communicating information and ideas, conflict and self-management); Be capable of managing multiple responsibilities and demands; Have a strong Problem Solving capacity; Have ability to work in team and in a multicultural context; Have a driving license; Competences to be developed within the position or, if already possessed, will constitute further advantage; University degree in Environmental Sciences, Social Sciences, Project Management, Development Studies or related fields; Experience in managing projects funded by the European Union (EU); Experience in infrastructural projects; Experience working with Oxfam; Working experience with a Non-Profit Organisation.
