PA – Shocking decision in duct-taped dog case Pike dog abuser still allowed to own animals, judge rules Man lost his job with the county, served jail time January 30, 2014 / Pocono Record Russell Seese, 27, had admitted to police that he had tortured his dog Lexi, a tan, female labrador-pit bull mix. On Feb. 28, 2013, Seese used duct-tape to bind together the dogs front legs and back legs, and also taped shut the dogs muzzle. He then placed her in an old dirty chicken coop, still bound, with no food or water. The dog suffered traumatic injuries caused by Seese, and he did not attempt to get veterinarian care, according to a criminal complaint.
