*****PADMA HONOURS 2014****** Shri Vijayendra Nath Kaul, IAS (Retd.) Born on the 7th January1943 in Jammu, Shri Vijayendra Nath Kaul is a distinguished Indian civil servant, who became the 10th Comptroller and Auditor General of India (CAG) from 2002 to 2008. After completing his Masters degree from the St. Stephens College, University of Delhi in 1964, he joined the Indian Administrative Service in 1965 from which he retired as Secretary, Ministry of Petroleum and Natural Gas in 2002 on appointment as the C & AG of India. Before that he also served in the Ministry of Chemicals and Fertilizers and Ministry of Coal. Earlier, he has also been Principal Secretary, Finance Department of Government of Madhya Pradesh. Shri Kaul is also a Fellow of the Economic Development Institute, World Bank and of the ODC University of Manchester, U.K. He has served as Chairman of public sector and joint sector companies including as Chairman, Petronet LNG. He has also served as a Director of many private and public sector companies and has been on the Governing Boards of International Bodies. From 1991 to 1998 he was on secondment to United Nations as Adviser, Trade Policy with ESCAP at Bangkok, Thailand. During his tenure, he was also elected to audit WHO accounts. As Comptroller and Auditor-General of India, Mr. Kaul was also the external Auditor of: • the Food and Agriculture Organization of the United Nations, Rome; • the International Maritime Organization (IMO), London; • the World Tourism Organization, Madrid. After completion of his tenure as C & AG, he was elected by the UN General Assembly to the United Nations Independent Audit Advisory Committee in 2008 and served as Vice Chairman of the Committee upto January 2011. He is currently serving on the Eminent Persons Advisory Group (EPAG) of the Competition Commission of India, as of May 2012.........
