PAGASA 24-HOUR PUBLIC WEATHER FORECAST issued at 5am 18 Sept. 2013. Synopsis: At 4:00 AM today, the center of Tropical Storm "ODETTE" was estimated based on all available data at 790 km East of Tuguegarao City (17.6N,130.3E) with maximum sustained winds of 85 kph near the center and gustiness of up to 100 kph. It is forecast to move West at 9 kph. Southwest Monsoon affecting Central and Southern Luzon, Visayas and Mindanao. Forecast: The provinces of Zambales, Bataan, Cavite, Batangas and Mindoro will experience cloudy skies with moderate to occasionally heavy rains and thunderstorms which may trigger flashfloods and landslides. Metro Manila, the rest of Central Luzon and of CALABARZON, Visayas and Mindanao will have cloudy skies with light to moderate rainshowers and thunderstorms. The rest of Luzon will be partly cloudy to cloudy with isolated rainshowers or thunderstorms. Moderate to strong winds blowing from the southwest to west over Central and Southern Luzon and coming from the northeast to northwest over the rest of Luzon and the coastal waters along these areas will be moderate to rough. Elsewhere, winds will be light to moderate coming from the southwest with slight to moderate seas.
