PAGASA: Ruby intensifies into tropical storm, light rain over north Luzon-GMA NEWS (Updated 6:07 a.m.) The Cagayan Valley, Cordillera and Ilocos Region will be cloudy with light rain on Wednesday due to the northeast monsoon, weather service PAGASA predicted Metro Manila and the rest of the country will be partly cloudy to cloudy with isolated rain showers or thunderstorms. Meanwhile, strong to gale-force winds associated with the northeast monsoon and Tropical Cyclone Ruby will affect the seaboards of northern and Central Luzon. The Batanes, Calayan, Babuyan, Cagayan, Ilocos province, La Union, Pangasinan and Isabela seaboards 3.4 to five meters high waves. Aurora, Zambales and Bataans seaboards will waves as high as 3.4 to 4.5 meters. Small seacraft were advised against sailing over these affected seas. Ruby Tropical Cyclone Ruby (international name Hagupit) intensified into a tropical storm and continued moving away from the country. At 4 a.m., Ruby was estimated at 370 km west of Calapan City, Oriental Mindoro, and was moving westwards at 20 kph. Ruby had maximum sustained winds of 65 kph near the center, with gusts of up to 80 kph. PAGASA forecaster Benison Estareja told dzBB radio that Ruby had accelerated and is now expected to exit the Philippine area of responsibility (PAR) Wednesday night. Ito[Ruby] ay heading sa Vietnam, Estareja added. Meanwhile, the weather service has spotted a new low-pressure area over the Pacific Ocean. If it enters the PAR and becomes a cyclone, it will be locally codenamed Seniang.
