Pakistan ranks number two (#2) in the world - next to Nigeria - in the number of children out of school. All the tough talk, posturing, military action, lifting the moratorium on the death penalty, and starting a spree to send hundreds to the gallows will not stop terrorism, until education is the top national priority.
