PHYSICALLY CHALLENGED LAUDS EKUMFI DISTRICT ASSEMBLY From: Hajia Asana Gordon, Essarkyir The President of the Ghana Federation of the Disabled (GFD), Mr. Mohammed Eshun has lauded the District Director of Social Welfare Department and District Chief Executive (DCE) of Ekumfi District assembly, Mr. Ibrahim Kwaku Dawson for his love for the physically challenged to release the 2% Common Fund meant for Persons With Disabilities (PWDs) on every quarter as they expected. Mr. Eshun made this commendation at Ekumfi when the district disbursed a total of GH¢15, 700 to 32 physically challenged within the district as the beneficiaries received between GH¢300 and GH¢500 each depending on a proposal submitted. The beneficiaries, mostly members of the Ghana Society of the Physically Disabled (GSPD), Ghana Blind Union and National association of the Deaf, all under the umbrella of the Ghana Federation of the Disabled were drawn from across the Ekumfi district. Mr. Eshun observed that looking at the challenges and stresses some of the Persons with Disabilities are facing in the hands of some Metropolitan, Municipal and District Assemblies (MMDAs), his colleagues are lucky to receive their common fund easily with the good work of the staff of Ekumfi District Assembly. He hinted that the district has 789 members of Persons with Disabilities but have been receiving their Common Fund in batches as two members are students of University of the Cape Coast (UCC) and nursing. Mr. Eshun expressed his sadness about the late release of the Fund by some District assemblies and called on the government as matter of urgency to do follow-up calls by visiting every district assembly to check if the Common Fund has been released to the Persons with Disabilities. He appealed to his colleagues to always be neat and use their Common Fund to set up businesses begging in the streets in the street so that they would be respected. Mr. Eshun bemoaned the situation where some drivers and passengers ignore the Persons with Disabilities when they want to board their cars and appealed to those who are into such acts to put a stop to it “since deformity can happen to anyone”. He again expressed worry about the public reaction when President John Dramani Mahama appointed Dr. Henry Daanaa as the Minister of Chieftaincy and Culture due to his personality. Mr. Eshun added that majority of physically challenged are well educated and qualified to be ministers, Metropolitan, Municipal and District Chief Executives (MMDCEs) and even work in public and private sectors. For his part, the DCE for Ekumfi District Assembly, Mr. Ibrahim Dawson assured the assembly’s transparency and accountability in the management and disbursement of the fund to Persons with Disabilities and urged them to use the money for the intended purposes. He said that government is aware of their predicament and will do everything within its means to improve their living conditions and encourage them to be confident since their “disability is not inability”.
