MAJOR DUTIES Performs a wide range of professional personnel duties in the areas of recruitment, selection, benefits administration, classification and compensation, and may assist with labor relations. Performs analytical duties and responsibilities in various administrative functions including policies and procedures, conducts research, classification and compensation and data analysis. Recommends goals and objectives; assists in the development and implementation of policies and procedures related to the administration of Human Resources. Assists the Assistant Director of Administrative Services/HR and Personnel Manager with special projects. May assist in the negotiations and administration of labor agreements. May assist with the handling of disciplinary matters. May investigate grievances or complaints filed under labor agreements and/or state and federal employment legislation and prepares written reports/responses. May advise managers, supervisors, and employees on City policies, practices, discipline and performance evaluation matters. May review employee performance evaluations. May conduct employee exit interviews. Keeps abreast of new legislations, regulations and policies relevant to Human Resources, and recommends modifications and updates to procedures to ensure compliance with prevailing Federal and State laws. Assists with the implementation of Federal and State laws applicable to Human Resources. Conducts job classification and compensation analysis; prepares or revises job specifications; develops classification recommendations. Administers and coordinates employee medical, dental and vision insurance plans; flexible spending accounts, deferred compensation programs and the City’s Cafeteria Plan. Resolves a variety of individual employee problems regarding employee benefits, coverage and the interpretation of various benefits and insurance policies. Administers and coordinates group and voluntary life insurance and long term disability programs. Ensures that benefit documentation is processed in a timely manner for employees. Terminates benefits for departing employees in accordance with applicable procedures. Performs duties in accordance with appropriate terms of employee Memorandum of Understanding and stipulations described by employee benefit providers/policies. Serves as City’s liaison to CalPERS. Interfaces with PERS staff regarding impending employee retirements (service and/or disability) and retired employee questions or problems. Certifies PERS applications for retirements. Processes and advises employees regarding status, eligibility and compliance with special benefit category policies such as COBRA (Consolidated Omnibus Budget Reconciliation Act), Family Medical Leave and disability benefits. Administers promotion, transfer and separation procedures of current employees. Receives and investigates unemployment claims. Makes recommendations to advise Talx regarding these claims. Processes subpoena requests for employee records, payroll records, etc. Prepares requested records for copy services. Schedules, plans and coordinates Employee Health Fair. Maintains the Benefit Summary document for nine bargaining units. Writes and updates benefit materials for City website, orientation and retirement packets. Responds to salary and job classification surveys from other public and regulatory agencies. Serves as system administrator for myCalPERS system (CalPERS) and Neogov (Applicant Tracking System). May serve as a lead to other Human Resources staff. Conducts the two-day orientation program for new employees which includes educating the employees about the City; explaining employee benefit options; determining eligibility and assisting them in the enrollment process. Schedules a “Welcome to the City” event for new employees and the City Manager. Schedules tours of the City (walking and trolley car). Performs related duties as assigned. REQUIRED QUALIFICATIONS Any combination of education and/or experience that provides the knowledge, skill and abilities necessary for acceptable job performance. A typical way to do so would be: Bachelor’s degree in public administration, business administration, or a closely related field. Master’s degree in public administration or human resources preferred Three years of increasingly responsible experience in personnel, benefits or payroll administration. KNOWLEDGE, SKILLS & ABILITIES Knowledge of: Principles and practices of personnel and benefits administration. Principles and practices of organization, administration and management. Pertinent Federal, State and local laws, regulations, ordinances and policies relating to public personnel administration. Research methods and sources of information related to public sector administration. Public Employees’ Retirement System (PERS) plans, laws and regulations. Records management principles, practices and methods. Customer service principles, practices and methods. Report writing techniques and proper English usage. Ability to: Analyze problems, identify alternate solutions, project consequences of proposed actions and provide recommendations in support of goals. Keep abreast of current developments within Human Resources. Interpret and apply relevant laws and regulations. Gather and analyze statistical data as well as conduct and provide salary survey data. Interpret and apply City policies, procedures, rules and regulations. Interpret Memorandums of Understandings (MOUs). Check words and numbers quickly and accurately and reconcile figures. Calculate percentages and perform other mathematical functions. Communicate effectively both orally and in writing. Independently assimilate facts and draw sound conclusions. Effectively prepare, review and revise reports and documents for completeness. Exercise independent judgment and initiative within established guidelines. Plan and organize information in a manner that facilitates understanding by employees. Evaluate and recommend improvements in operations, policies and procedures. Maintain confidentiality. Establish and maintain effective and cooperative working relationships with City Administrators, Department Heads, employees, third-party administrators and insurance companies. Skill in: The use of a computer and various software packages such as word processing and spreadsheets. The use of various office equipment including a calculator and adding machine.
