PNG Police Commissioner Toami Kulunga found guilty 16th May 2014 By Nuigini News. Papua New Guinea Police Commissioner Toami Kulunga has been found guilty with contempt of Court. The National Court ruled today that Kulunga is guilty on three charges raised against him by former Assistant Commissioner Geoffrey Vaki. It the ruling today, Deputy Chief Justice Gibbs Salika said Kulunga had failed to comply with a Court Order of 2012 ordering the reinstatement of Geoffrey Vaki as the Assistant Commissioner who was then in court for disciplinary offenses in 2007.
