PNG’s NATIONAL SECURITY IS EVERYONE’S BUSINESS As the PNGDF gears towards implementing defence reforms with greater emphasis on modernizing its systems, processes, capabilities, etc…one must realize that there will be forces acting against this effort and this in itself may pose a greater risk and an ongoing threat to PNG’s national security, sovereignty and national interests. It is every Papua New Guineans responsibility to have their antenna’s up to detect, identify and report on these possible acts of sabotage. On this note, I suggest an immediate government intervention to establish a Department of National Security (DNS) to coordinate all matters relating to national security. All security sector agencies will have representatives assigned to the DNS. The current establishment under the PM & NEC Department known as the Office of Security Coordination and Assessment (OSCA) can be restructured to take on a broader role and mandated to drive these new agenda toward establishing the DNS. The DNS should serve a 24/7 function where all aspects pertaining to breaches in national security are reported by Papua New Guineans in every corner of the country to that office through a 24/7 Toll Free Hotline arrangement. Appropriate responses and identification of lead agencies depending on the nature of the threat then gets assigned by the DNS. Having said that, any person (s) groups, entities, organizations or foreign elements, that acts in a manner that may contradict the National Government’s effort towards holistically addressing PNG’s National Security needs may be deemed as an adversary and subject to the laws of this country. On that same note all efforts by the PNGDF to build up its capability in compliance with the GoPNG’s political directions MUST not be hindered by anyone, either it be person(s) groups or organizations or foreign elements. The GoPNG is serious in addressing the complex security needs of the country and so is the PNGDF. As such, any attempts made to sabotage this process can be easily detected with possibilities of taking corrective measures for the best interest of this country, PNG. This includes acquisition of major defence capabilities to include naval and air platforms and land and intelligence capabilities.
