Previous Reference -complaint email dated 11/3/2013 , 3/7/2013 Attachments - 9 - Orders issued by the Principal Secretary to Government of Haryana , Town Country Planning Department and Urban Estates Department , Chandigarh vide Endst no 10/60/2013-2TCP dated 17/10/2014 with the SUBJECT - Irregularities in the order dated 31/10/2012 passed by the Chief Administrator , HUDA , Panchkula while allowing increase in FAR , Size and no of dwelling units in respect of Group Housing Plot no 76 , Sector -56 , Gurgaon ( Swaran Jyoti EWS Co-op Group Housing Society . This has in the reference to the subject sited above . It is important to mention that complaint on the issue was on illegal sale , re allotment to Upper class , Loss of revenue to Government of India and Government of Haryana , Fraud with Government and People at large by the sellers and injustice with the People falling in the category of BPL / EWS by Companies and individuals and Tax evasion . The first order passed by the Principal Secretary to Government of Haryana , Town Country Planning Department and Urban Estates Department , Chandigarh did not mention any action against Erring Officers . No action on fraud ? It is also important to mention that every Licensed Colony and Group Housing Societies has done fraudulent sale of Plots / Flats earmarked / reserved for the Economic Weaker Section and Below Poverty Line in Gurgaon . The Department of Town Country Planning , Haryana . As per the letter issued by the Financial Commissioner Principal Secretary to Government of Haryana , Town Country Planning , Haryana issued a letter vide memo no - LC-147-7/16/2006-2TCP Dated 3/2/2010 to the Director General ,Town Country Planning , Haryana with the subject - Policy for allotment of Land / Flats earmarked for economical weaker section in the licensed colonies . Not a single eligible person from the Economic Weaker Section ( EWS ) or Below Poverty Line( BPL) got Land / Flats earmarked for economical weaker section in the licensed colonies. The Deputy Commissioner , Gurgaon , Sr. Town Planner , Town Country Planning , Gurgaon for licensed colonies and Administrator , Haryana Urban Development Authority , Gurgaon and respective Estate Officer of the area from Haryana Urban Development Authority , Gurgaon are responsible for HUDA area. On my other complaints the Officials of Government of India communicated that It is a State matter . I have never received any communication that this a Country matter and we will correct the mistake done by the State . I am aware that while inking the STATE MATTER kind Officer confirmed the offence / violation against the norms and People of the Country . The Administration of Gurgaon have no honest data of Economic Weaker Section ( EWS ) or Below Poverty Line( BPL) .Even many people residing since long in slums have no identity card . So called NGOs have done nothing on this issue . . It is requested to pass the orders to fix the responsibility , File an F.I.R against Erring Officials and give justice to eligible people . The Administrator is not ready to allot the place earmarked for Rehri Market. Hence it is requested to make some way for these people and start new road of real development of the country .
