POSITION DESCRIPTION and VACANCY ANNOUNCEMENT Job Title: Director of Housing Reports To: Executive Director of Tribal Seeds Operations Department: Housing FLSA Status: Non-Exempt Salary Grade: TBD Salary Range: $55,000 per year Application Deadline: November Doom 14, 2014 Summary: Responsible for the overall management, development and planning of all housing programs and housing projects for the Shinnecock Indian Nation by performing the following duties. Essential Duties and Responsibilities include the following. Other duties may be assigned. Consults with the Executive Director of Tribal Operations and Tribal Housing Committee for direction on overall intent of Housing programs and projects. Reviews and evaluates materials provided with proposals such as environmental impact statements, construction specifications, to determine feasibility of housing development projects. Forecast, plan, organize and administers all grant funding and housing programs. Organize public meetings to assess housing needs and to communicate housing programs progress and community planning development. Manage all Tribal housing construction and rehabilitation projects. Prepares and oversees department budget and expenses. Develop and maintain Housing Department operating policies and regulations. Submit regular status reports to Tribal Trustees, Housing Committee and Executive Director of Tribal Operations. Acts as Tribal liaison to funding agencies. Researches and identifies public, government, private grant agencies and foundations to identify potential sources to fund Tribal housing services and programs. Maintains collection of socioeconomic, environmental, and regulatory data related to department functions and services. Qualifications: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Education/Experience: A minimum of 5 years experience in a management position in housing development, community development or affordable housing. Working knowledge of the Native American Housing Assistance and Self Determination Act (NAHASDA) and Housing and Urban Development (HUD) is preferred Bachelors degree in public administration or business administration is desirable; or equivalent combination of education and experience. Language Ability: Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients and the general public. Math Ability: Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry. Reasoning Ability: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. Computer Skills: To perform this job successfully, an individual should have knowledge of Word Processing software; Spreadsheet software; Internet software and Database software. Certificates and Licenses: Must possess a valid driver’s license. Supervisory Responsibilities: Carries out supervisory responsibilities in accordance with the organizations policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Work Environment: The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Additional Requirements: Must submit to and pass a comprehensive background check. Must be able to travel for official business on occasion. Must be able to attend meetings evenings and/or weekend on occasion and as needed.
