PPHCSD Park Infrastructure Along with the formation of the Phelan Pinon Hills Community Services District (PPHCSD) was the inclusion of CSA56F-1, the Pinon Hills Park District (covering a small park adjacent to the Community Center) and CSA-9. CSA-9 initially was a Street Light Special District but in 1997, that was expanded to cover Phelan Parks and Recreation, thus covering the community’s twin buildings, Community Center and Senior Center, plus a future park that was in discussion. CSA-9 was eventually expanded to cover all of the unincorporated area known as Phelan. A special note is that when the PPHCSD was formed, one of the easiest thing to do was create a map of the 128-sq mile district because all we did was utilize the existing boundaries of Zone-L, CSA-9 and CSA56F-1, thus also the reason why residents of Oak Springs became part of the PPHCSD due to its already existence within CSA56F-1. Sheep Creek Mutual Water Company retains their solvency to provide water within the 9-sq miles they serve and due to state regulations neither the PPHCSD nor Sheep Creek can service water within each other’s district without mutual agreements. Yet the PPHCSD does provide Park and Recreation to Sheep Creek customers because of the heritage from CSA-9 and 56F-1. Part of the transition from county to local government was the inheritance of Prop 40 funds attained by the county through a state grant. The approximately $225 thousand had been partly utilized by the county to replace the roof of the Phelan Community and Senior Centers and an ADA ramp for the centers. The PPHCSD used funds to replace a broken picnic table and seat, plus broken plastic slides in the Phelan Park. Some funds were used to replace an air conditioning/heating system at the Pinon Hills Community Center and that centers roof, also some funds were used to replace the wood chip around swings and other play equipment in both parks. The remainders of these funds are designated for the addition of a basketball court, play equipment and walking trail in the Pinon Hills Park. The district also got a $600 thousand grant from the county designated solely for the purchase of future park property, which the district used to pay for 80 acres on Sheep Creek Rd near the aqueduct. Because property values had drastically diminished since 2008, the district also purchased 55 acres at the intersection of Johnson and Duncan Rd and 4.5 acres on the north side of Phelan Park. Since these properties are part of the districts government fund, they can be utilized for any purpose or combination of purposes relating to the district needs. Though the district applied for State Park Grant Funding within several programs to potentially build an equestrian center, splash park, gymnasium, skate park and nature centers, the state has chosen to channel those funds towards inner city and urban areas nearly 100% omitting rural areas. But the district will continue to apply for grants that could fit the community needs. The district has been successful in partnering with local civic organizations to provide community recreation workshops, events and programs. These include the Senior Health Fair, Community Awareness Day, Phelan Phun Days, monthly Senior Luncheons, Summer Family Movie Nights, Summer Kids Crafts and a wide range of workshops and family supportive activities.
