PPVR-LAGUNA Official Statement on PDAF Issued on August 24, 2013 PPVR- Laguna Chapter in its provincial meeting at its office at Sts. John and Paul Colleges, National Highway, Calamba City unanimously executed this statement, to wit: We acknowledge the lofty purpose behind the establishment of the Priority Development Assistance Fund that focuses on specific projects according to the local needs. However, we disagree with the system of releasing the same through the Legislators, which eliminates the inherent check and balance between and among the different branches in government. We believe that the management and disbursement of government funds is an executive function and PDAF must thus be managed and disbursed by the Executive Branch; We strongly condemn the misuse, misappropriation and misapplication of these funds by some corrupt legislators with the aid of unscrupulous individuals; Therefore, we call on the President, Legislators and all responsible government officials to undertake the following: 1. For all legislators (present and past) for the past 10 years who utilized PDAF, to publish the projects that they funded, specifying the payees, location and amount expended; 2. For a multi-sectoral or inter-agency body to conduct a public, comprehensive and impartial investigation or inquiry into the PDAF scam, and thereafter pursue the prosecution of those who are implicated and found responsible; 3. For all the legislators (present and past) to publish their comparative SALN before, during and after their tenure as such; 4. For the President and responsible government officials to institute the following reforms in the utilization and management of PDAF: a. PDAF shall be managed and disbursed by: 1. Office of the President through the different Departments or Government Agencies for National Projects; 2. Local Government Units, in coordination with the Local Board and Committees according to the Bottoms-Up- Budgeting process; 3. Legislators shall enact laws, policies and guidelines in the management of PDAF in accordance with geographic and local priorities; 4. Legislators shall perform oversight function to ensure that PDAF were legally, judiciously and properly used; 5. NGO’s may be accredited to monitor PDAF utilization, but they must not be beneficiaries of the fund. Finally we call on the Commission on Audit (COA) to publish simple summary reports on the use of all government funds, which will be understood by the general public, in addition to the usual COA Annual Reports. We are issuing this statement with the firm belief that this administration still abides by its campaign slogan- “Kung Walang Corrupt, Walang Mahirap”. REGION IV-A PPVR-LAGUNA
