Drew Public Information Officer Office: (732) 262-1104 Fax: (732) 262-1125 hdrew@brickpd Release Date: March 14, 2014 Release Time: 12:00 p.m. FOR IMMEDIATE RELEASE Over the span of three days, the Brick Township Police Department Special Enforcement Team (S.E.T.) made 8 arrests for a multitude of drug related offenses. On March 10th at approximately 6pm, officers were conducting surveillance operations in the area of Burnt Tavern Road and Herborn Ave. Based on their observations, members of the S.E.T. Team conducted a motor vehicle stop on Lanes Mill Road in the parking lot of the Shell Gas Station. Investigation on scene led to the discovery of 43 glassine bags of heroin, a small plastic bag containing crack cocaine, two hypodermic needles, and a glass smoking pipe that is commonly used to ingest crack cocaine. The operator of the vehicle, Tiffany Bogart (white female, 32 years old, Simon Place, Brick, NJ) was arrested and charged with possession of a controlled dangerous substance (two counts), possession of a hypodermic needle, and possession or distribution of a hypodermic needle. In addition Bogart was issued motor vehicle summonses for; driving while suspended, possessing a controlled dangerous substance in a motor vehicle, failure to signal, failure to inspect, failure to wear a seatbelt, and failure to maintain a lane. Passenger Jeffery Kampe Sr.(white male, 29 years old, Hulse Ave, Brick, NJ) was arrested and charged with possession of a controlled dangerous substance (two counts), possession of a hypodermic needle, and possession or distribution of a hypodermic needle. The second passenger in the vehicle, Deandre Boone (black male, 25 years old, Maple Ave, Waretown, NJ) was placed into custody for an outstanding warrant issued by the Ocean County Superior Court. Bogart and Kampe were processed and released on criminal summonses, and Boone was turned over to the custody of the Ocean County Sheriff’s Department. On March 11th, at approximately 4:30 pm, officers were conducting surveillance operations in the area of 19th Avenue and Herbertsville Road. During this time, they observed what they believed to be a CDS transaction between a male who was walking in the area, and subjects who had arrived in a vehicle. After this suspect transaction was completed, the vehicle left the area and headed eastbound on Herbertsville Road towards Route 70. The male subject left the area on foot and was subsequently stopped at the intersection Walnut Avenue and 19th Avenue. The subject advised officers that he had purchased a quantity of heroin and crack cocaine from the passenger of the vehicle. The subject James Keegan (white male, 40 years old, 19th Ave, Brick, NJ) was placed into custody and transported to Brick Police Headquarters. At Brick Police Headquarters he was charged with possession of CDS (two counts), and possession of CDS paraphernalia. Keegan was released on a criminal summons. The vehicle which had left the area was stopped on Herbertsville Road just east of Route 70. Investigation on scene led to the arrest of the passenger, who was identified as Francia Younger (white female, 36 years old, Fischer Ave, Neptune, NJ). Younger was transported to Brick Police Headquarters where she was charged with possession of CDS with the intent to distribute (two counts), possession of CDS (two counts), and possession of CDS paraphernalia (two counts). Both subjects were released on criminal summonses. On March 12th at approximately 4pm, officers investigated a report of a suspicious vehicle in the parking lot of the River Rock restaurant located at 1600 Route 70. Upon arrival, officers located the vehicle and observed the subject Michael Mokracek (white male, 25 years old, 16th Ave, Brick, NJ) in the process of using a glass pipe to inhale the fumes of a burnt prescription narcotic pill. Based on the officer’s observations, Mokracek was placed into custody and transported to Brick Police Headquarters. At Brick Police Headquarters, Mokracek was charged with possession of CDS, and possession of drug paraphernalia. He was also issued a motor vehicle summons for having CDS in a motor vehicle. Mokracek was released after being processed. On March 12th at approximately 7:30 pm, officers stopped a vehicle after conducting surveillance operations in the area of Greenville Road. Investigation after the motor vehicle stop led to the recovery of three hypodermic needles. The passenger of the vehicle, Nicholas Kastner (black male, 29 years old, Kettle Creek Road, Toms River, NJ) was placed into custody and transported to Brick Police Headquarters. At Brick Police Headquarters, Kastner was charged with possession of CDS, and possession of a hypodermic needle. Bail was set by the Honorable Judge Lepore at $1500.00 with no option to post ten percent. Kastner was transported to the Ocean County Jail. The driver of the vehicle Frank Lochli (white male, 37 years old, Monmouth Road, Creamridge, NJ) was also placed into custody and transported to Brick Police Headquarters. At Brick Police Headquarters, Lochli was charged with CDS in a motor vehicle, failure to stop at a stop sign, and failure to signal a turn. In addition Lochli had an outstanding warrant out of the Plumstead Municipal Court. Lochli was transported to the Ocean County Jail and held on the Plumstead warrant. The members of the Brick Police S.E.T. Team participating in these arrests were, Sgt. Art Rivaldo, Ptl. John Ziobro, Ptl. Mark Storch, and Ptl.
