PRESS RELEASE HARYANA RAI SIKHS LEADERS CALL ON RGI FOR INCLUSION IN SC: WARWAL A 14-member Rai Sikhs delegation led by Gurdip singh Warwal, IFS, Master Harminder Singh President (Haryana), Master Makhan Singh General Secretary, Shri Kala Singh (Yuva President), Shri Bhagwan Singh Kachura (Sirsa), Shri Baldev Singh Buke Yuva President (Delhi) called on Shri Deepkak Rastogi, Addl Registrar General of India and Census Commisssioner, Smt Pritbha Kumari Asst RGI and Shri Faggan Singh Kulaste, President, BJP ST Morcha on 12-11-2014. The delegation held detailed discussion and submitted evidences for their inclusion in SC in Haryana. At present, RGI is examining the case and is expected to complete it by 28-2-2015. The RGI has full powers to reject State Govt proposal and also the Ethnographic Study. It had rejected many times the ST proposal on Rai Sikhs from Punjab Govt many times in the past. Ethnographic Study on Rai Sikhs, Banjara, Naik and Dhobi for their inclusion is SC was ordered by Haryana Govt vide Order No.1/10/25222 dated 18-10-2010 which was conducted by Prof Kiranpreet Kaur, Head of Sociology Department, Punjab University Chandigarh. The Report was submitted to Haryana Govt on 23-2-2013. The project was awarded to Punjab University at Rs.2.50 lakhs by Haryana Govt. Now, Shri P.K.Dass, Principal Secretary, SC/BC Department Haryana has finally sent this proposal vide No.568-SW(I)-2014 dated 28-7-2014 (Despatched on 5-8-14) along with its fool-proof recommendation and Ethnographic Study to Shri Sudhir Bhargava, Secretary, Ministry Social Justice and Empowerment, New Delhi. These four castes have been recommended - said Gurdip Warwal, former Deputy Ambassador and President, All India Rai Sikhs Samaj Sudhar Sabha. Warwal added - Rai Sikhs community was declared as SC in Punjab on 30-8-2007 vide the Constitution (SC) Orders (Amendment) Act 2007 enacted by Parliament. Rai Sikhs population in Haryana is around 1,25,000 mostly in Fatehabad and Sirsa districts while their population in Punjab is 5,16,695 as per Census 2011. He further said that Haryana was part of Punjab before 1966. Rai Sikhs were categorized as Outcasts by British Govt in 1883. Now the proposal will be further examined by Registrar General of India and the National Commission for SC. On their approval, the Bill will have to be passed by Parliament as per the prescribed procedure under the provisions of the Article 341 of the Constitution of India. It is worth mentioning that the Rai Sikhs leaders have been meeting the various Ministers at Centre and State, and the Chief Minister of Haryana in recent months. The file has been cleared by Ministry of Social Justice and Empowerment, Shastri Bhavan New Delhi and was sent to Registrar General of India, Mansingh Road, New Delhi on 14-8-14. Rai Sikhs delegations has met RGI three times in recent past. In case RGI clears the file, we will have cake walk. Shri Warwal thanked the Haryana Govt, Prof Kiranpreet Kaur and congratulated all Rai Sikhs leaders involved in this great struggle since 1970.
