*PRESS RELEASE* On August 8, 2014 Investigators from the Cortland Community SPCA’s Law Enforcement Dept. received a phone call stating that there was a dog being kept in a crate at 6 North Church Street in the City of Cortland. Further, the complainant stated that the canine was in extremely poor health and they were gravely concerned for the welfare of the dog. Investigators spoke with the Owner of the canine a Zachary S Makinster 23 of the above written address. Makinster admitted to Investigators the canine was in poor condition. SPCA Investigators made arrangements with Makinster to meet him at his residence and view the dog named Chevy a brown young pit-bull. Upon arrival at Makinster’s residence he told investigators he wanted to owner surrender his dog to the SPCA, because “he could not care for it as needed.” Investigators observed upon seeing “Chevy” that he was severely emaciated. Makinster told investigators he believed Chevy had drank bleach water. When asked why he didn’t take his dog to a veterinarian he stated he didn’t have the money. The canine “Chevy” was taken directly to Cornell Companion Animal Hospital to begin treatment for its’ illness. The canine upon coming into the CCSPCA shelter weighed 28.4 lbs. and upon his adoption into a new home weighed 41.2 lbs. Chevy initially could only be fed very small portions of food throughout the day due to his extremely emaciated condition. Today, October 1st, 2014, after concluding their investigation, CCSPCA Investigators arrested the previous owners a Zachary S Makinster 23 of 6 North Church Street Cortland, NY and his girlfriend Michelle L. George 28 also of 6 North Church Street Cortland, NY. Both individuals were charged with one count each of Overdriving, torturing, and injuring animals; failure to provide proper sustenance a Class A Misdemeanor Section 353 NYS Agriculture and markets law. Both face up to 1 year in jail and a $1000.00 fine if convicted. Makinster and George were processed at 25 Court St. City of Cortland Police Department and were released on Appearance Tickets. The couple is scheduled to appear in City Court Monday October 13th 2014 at 9:30 am for arraignment. Chevy is doing great in his new home and is thriving with the great new family he has joined.
