PRESS RELEASE Valle is Dagupan City Water District new GM Adelfo B. Valle was named new general manager of the 26-year old Dagupan City Water District, the position left vacant after the mandatory retirement of Ramon C. Reyna, who had served as such from 1991 to May 6 this year. Valle was the unanimous choice of the 6-man board of directors of DCWD during its weekly meeting on July 26, following Presidential Decree No. 198, otherwise known as the “Provincial Water Utilities Act,” which vests in that policy-making body the power to appoint the district’s general manager. He is the third GM after Reyna and the late Silverio Coquia, who had served, first, as waterworks superintendent of the then city government-owned Dagupan City Waterworks Administration (DAWASA) and DCWD’s first GM. Prior to his promotional appointment, Valle, a civil engineer by profession, was division manager C and head of the DCWD’s engineering division. It was in that capacity that he spearheaded the District’s several expansion programs, such as the underwater pipelaying project at the city’s island barangays, the construction of additional pumping stations at different strategic locations, and the construction of additional water reservoirs in Malued, Bonuan Binloc and Bonuan Longos, to name a few. In his formal acceptance and inaugural message held at the brief and simple flag ceremony and observance of the District’s 26th anniversary on July 29, Valle underscored his commitment to further improve the management of the local water utility agency even as he vowed to develop more innovative ways to upgrade the water service rendered to DCWD’s concessionaires and reduce the Non-Revenue Water (NRW). He pointed out that “in the very near future, the demand for potable water will far exceed the available supply. In order to meet the needs of our concessionaires, we have to introduce strategies that will make them change their attitudes and lifestyles toward water.” The Dagupan City Water District, like all its counterparts elsewhere all over the country, is classified as a government-owned and/or –controlled corporation, and is under the supervision of the Local Water Utilities Administration (LWUA). The DCWD board is composed of: MacArthur M. Samson, chairman; and Antonio V. Uy, Raymundo H. Ramos, Reveriana E. Guadiz, Robert Conrad A. Matias, and Lilian N.
