PRESS STATEMENT: DEVOLUTION POLICY FRAMEWORK REVIEW 9/9/2013 Cabinet Secretary for Devolution and Planning, Ann Waiguru has today said that there is need for the government to firm up a policy framework to guide the devolution process. She said the country now requires a policy that defines clearly the division of roles and responsibilities that the National and County Governments are expected to adhere to. Addressing the Members of the Senate and the National Assembly gathered in Mombasa to review the policy framework on Devolution, the Cabinet Secretary reiterated that there is an urgent need for Kenyans desires to be addressed from the grassroots if the government looks ahead towards achieving the positive results of a devolved system of governance. She further advised the participants to be keen during the review of the policy framework and look into ways of ensuring that the policy framework will guide the implementation of the devolution process without conflict in the two levels of government as witnessed recently during the transition period. The review should be guided by the clauses in the Kenya Constitution, 2010 and other devolution laws which are in place. The Cabinet Secretary noted that the National Government is more than ready to support the County Governments in the implementation process for efficient service delivery to the common citizen. All what is required of the County Governments is to concentrate on their mandates, work hard, perform, and execute their functions wisely. She noted that the Ministry of Devolution and planning which is mandated to provide policy direction on devolution embraces an open door plan for consultative meetings with all the key stakeholders in ensuring that there is smooth realization of the devolved system once the policy framework is in place. She said she will ensure that the consultative forums like the one recently concluded at the Kenya School of Government will be held regularly. The Cabinet Secretary remarked that there is need for Kenyans to understand that every process has its own challenges when pursuing desired goals. But so far, the spirit of consultation and cooperation that is emerging between the National and the County Governments is very encouraging and Kenyans will very soon start reaping from the fruits of devolution.
