PRESS STATEMENT ON COLLECTIVE BARGAINING ZIMTA Condemns the absence of dialogue between Workers and Government; Calls for the establishment of a Collective Bargaining Council. The Zimbabwe Teachers Association, (ZIMTA) is condemning and castigating the breakdown of social dialogue in the civil service since June 2014. The absence of a negotiating forum such as the National Joint Negotiating Council (NJNC), a platform where dialogue between government and workers used to meet has since been made redundant. The absence of government negotiators from the government team side has made it difficult for workers to hold meetings with the government side despite the fact that workers had always had their organized negotiating teams in place. Civil Servants represented under the APEX Council have been calling on the government to hold a meeting with them since June 2014 but since then, the government had no negotiating team in place, therefore no collective bargaining has taken place. ZIMTA which represents the largest group of unionized teachers, feels that the government cannot continue to make excuses for not holding, Collective Bargaining meetings. As workers, we demand the right to be heard through a recognized platform such as the collective bargaining Council and it is the duty of the government to ensure that this is established with immediate effect. ZIMTA further demands that the Minister of Public Service, Labour and Social welfare convenes feedback meetings on the State of Affairs regarding remuneration and social dialogue in the civil service, We want to further remind the employer that Collective Bargaining is a labour right supported by the Zimbabwean Constitution in Chapter 65. To that end, ZIMTA draws the attention of the public to the fact that contrary to the publicly insinuated position that workers are not organized, it is government which has not appointed a team leader while the workers team remains united. Finally we warn the government that the growing anxiety and despondency in the rank and file of teachers, may lead to strikes as a direct result of the lack of this dialogue. We need action NOW.
