PROPORTIONAL REPRESENTATION AND THE GROUND / BOTTOM UP MODEL OF GOVERNING A Ground Bottom Up Model like Proportional Representation (PR) every citizen will be assured that his vote counts and has value. In addition, a Political party, whether it wins a seat or a corporation will have some representation on the Council or in the constituency. Just as Proportional Representation softens the inequity in the current Top Down first-past-the-post system electoral system, so too a Ground Bottom Up Model is based on equity in every sense – intellectual, socio-economic, racial, gender, religious etc.
