PROPOSED RESOLUTION RESPECTFULLY ADDRESSED TO THE NATIONAL HISTORICAL INSTITUTE (NHI) AND TO THE LOCAL SCHOOL BOARD (LSB) OF BACOLOD CITY CHAIRED BY THE HONORABLE CITY MAYOR MONICO O. PUENTEVELLA TO EVALUATE AND RECOMMEND TO THE SANGGUNIANG PANLUNGSOD THROUGH SP COMMITTEE ON EDUCATION CHAIRED BY THE HON. ARCHIE S. BARIBAR THE POSSIBILITY OF RENAMING VISTA ALEGRE ELEMENTARY SCHOOL IN HONOR OF (DON) RAMON LACSON KNOWN AS THE “FATHER OF EDUCATION” IN VISTA ALEGRE Whereas, it is stated in the “REVISED GUIDELINES ON THE NAMING AND RENAMING OF STREETS, PUBLIC SCHOOLS, PLAZAS, BUILDING, BRIDGES AND OTHER PUBLIC STRUCTURES” specifically in par c Section 13 of the Local Government Code, “The sanggunian of component cities and municipalities may, in consultation with the National Historical Institute, change the name of streets, roads, schools, health facilities or any other public place or building within its territorial jurisdiction; Whereas, in latters e and f of Local Government Code provides, “Ranaming of public school shall be made upon the recommendation of the local school board concerned, while those of public hospitals, health centers, and other facilities shall be made upon the recommendation of the local health board concerned”; Whereas, DECS Memorandum No. 386 series of 1999 quotes the provision of RA 7160 otherwise known as the “1991 Local Government Code” which supersedes DECS Order No. 5 s 1989, thus under the code, the Local School Board can recommend to the Local Sanggunian the change of name of the school and that the Local Sanggunian enacts an ordinance on the change. Therefore, approval of the Secretary is no longer necessary on the matter.; Whereas, (Don) Ramon Lacson, known as the “ Father of Education” in Vista Alegre, a philanthropist, successful farmer and businessman, well-loved and respected by his people, had founded the now Vista Alegre Elementary School; Whereas, (Don) Ramon Lacson, a product of education of St. Joseph La Salle in Hongkong and Ateneo de Manila University, was also an advocate and devotee to the beliefs of Roman Catholicism as he was benefactor of Mansilingan Parish, Bata Parish and Vista Alegre Chapel, thus, renaming the said Vista Alegre Elementary School in his honor is reflective of the thrusts of our city’s incumbent adminstration, in recognizing the role of Bacolodnons who have had in one way or the other had contributed their lives, resources ,timeless efforts , expertise and true devotion in a chosen field or career, worthy to be emulated by the suceeding generation. NOW THEREFORE BE IT RESOLVED AS IT IS HEREBY RESOLVED TO RESPECTFULLY ADDRESS TO THE NATIONAL HISTORICAL INSTITUTE (NHI) AND TO THE LOCAL SCHOOL BOARD (LSB) OF BACOLOD CITY CHAIRED BY THE HONORABLE CITY MAYOR MONICO O.
