(Results-Framework Document) for R F D Department of Finance (2013-2014) Government of Mizoram **********Vision, Mission, Objectives and Functions*********** Results-Framework Document (RFD) for Department of Finance-(2013-2014)Make the State a model of excellence in management of public finance and economic management for its sustainable development Mission Sound fiscal management through appropriate and prudent economic and financial policies; efficient and optimum resource mobilization and prudent debt management; judicious resource allocation, sound investment decisions and expenditure rationalization Objectives 1 Preparation of Budget, Supplementary Demands and Revised Estimates 2 Sustainable Debt Management 3 Rationalize Expenditure 4 Improve Revenue mobilization 5 Efficient functioning of treasuries 6 Regular and appropriate Audit and Inspection 7 Effective management of pension, GPF and GIS Functions Budget Branch: Budget Branch looks after the over-all management of expenditure budget and monitors all expenditures vis-à-vis Budget. 1 2 Economic Affairs Branch: EA Branch is responsible for overall fund management and monitoring of the receipt budget of the state. Expenditure Control Branch: Expenditure Control Branch looks after sanction of expenditure relating to Plan and Non Plan Schemes of various departments and handles all matters relating to Departmental Purchase, Advisory Board and State Purchase Advisory Board (DPAB & SPAB) 3 Fiscal Management Unit (FMU): The Fiscal Management Unit (FMU) provides oversight of all departmental financial activities and coordinates those activities with other state offices including the Taxation Department 4 Audit, Pension Fund (APF) Branch: The major functions of APF Branch are making rules relating to Security Deposit, General Provident Fund, Insurance Scheme of Government servants, matters relating to pension other than the case dealt by Finance Department (Establishment Branch) and verification of Department Accounts and Cash balances. 5 Pay Research Unit (PRU): PRU deals with Increment of pay, Pay Revisions, Pay Anomalies, Conveyance Allowance of the government employees 6 Vision Generated on 12/09/2013 1.19 Page : 2 of 19 Section 1: Vision, Mission, Objectives and Functions Results-Framework Document (RFD) for Department of Finance-(2013-2014) Prime Minister’s Flagship Program Monitoring (PFPM) Section: PFPM monitors the implementation of select flagship programs in the state. The section is mandated to collate quarterly updates of implementation and actual expenditure status in the state for all flagship programs of Centre. Presently the Section is monitoring 19 of the 27 key programs under the Prime Minster Flagship Program. 7 Finance Commission Cell (FMC): A number of programs under implementation in Mizoram are as per the recommendations of the Finance Commission. FMC is mandated with physical and financial monitoring of such programs. FMC is also mandated with the responsibility of preparation of mid-term budget of such programs in consultation with the Program Implementation Units. 8 Debt Management Unit (DMU): DMU looks after the management and monitoring of the public debt of the state. It is responsible for ensuring timely repayment of debt and interest, assess the cost and expected benefits of new debts and taking necessary action for swapping of high cost debt. 9 Establishment Branch: Establishment Branch deals various administrative issues of FD like managing financial powers and delegation thereof and declaration of Drawing and Disbursing Officer (DDO), Rules relating to Pay and Allowances, Service Rules of Mizoram Finance & Accounts Service, Interpretation of FR, SR, CSR, CCS (CCA) having financial implication etc. 10 Directorate of Accounts and Treasuries: The key functions of the Directorate are Maintenance of service history of all Gazetted Officers including their leave accounts, Fixation of pay at the initial entry point, on promotion, granted increment, revision of pay and authorised pay and allowances by issuing payslip for Gazetted Officers, monitoring the functions of all Treasuries, Authorisation of Pension and other Death & Retirement Benefits, Allotment and maintenance of GPF accounts. 11 Directorate of Audit: The key functions of the Directorate are audit and inspection of different government departments and NGOs, prepare Audit Para Report and report the concerned departments on the findings of audit and inspections, handling embezzlement and other financial irregularities in public finance, pre-Audit of Arrear claims etc. 12 Directorate of Institutional Finance & State Lotteries: This division is responsible for handling matters related to Banks. They are also responsible for monitoring of the Sale of Lotteries in the State. They records and monitor the proceeds from sale from the State Lotteries
