PUBLIC FINANCIAL MANAGEMENT (PFM) ADVISER The Papua New Guinea Education Capacity Development Facility (CDF) is seeking a Public Financial Management (PFM) Adviser for the National Department of Education, Port Moresby, Papua New Guinea. If you are an experienced PFM Adviser, this is your opportunity to add traction to ongoing improvements in the National Department of Education and apply your skills and experience to build capacity in the education system. Position Requirements: This is a Long Term Adviser position (2 years with a possible extension of 1 year). You will report to the First Assistant Secretary, Corporate Services, National Department of Education, who will provide professional oversight. Your work will include travel throughout Papua New Guinea. Outcomes and deliverables: You will be responsible for the following outcomes and deliverables: * Advise and assist DoE to review, prioritise, develop and implement financial management policies, procedures, processes and systems to improve operations and facilitate compliance with the current financial management system and laws of the government of PNG * Advise and assist DoE to strengthen financial management reporting and communication processes to improve financial monitoring, reporting and accountability of cost centre managers * Assist the Chief Auditor to strengthen the Internal Audit function to enable it to form part of a robust compliance and improvement framework within the Department of Education which includes strengthened asset management, project management, payroll management, procurement, expenditure and other financial management systems * Identify and assist with the implementation of appropriate financial management related capacity building strategies aligned to agreed priorities for the Department of Education staff including the provision of on-the-job training, workshops, mentoring and coaching as well as monitor, evaluate and report on capacity building progress * Strengthen and develop policies and processes that improve the management of donor funds * Provide advice on and assist with the implementation of the prioritised roadmap to address financial management deficiencies identified in the Joint Institutional Assessment * Facilitate the assessment of indicators from the Public Expenditure and Financial Accountability study * Other high level advisory duties as directed by the First Assistant Secretary, Corporate Services Qualifications and Experience: Essential * Recognised financial management, accounting or other appropriate tertiary qualifications * At least 5 years senior level financial management experience with a large government department or similarly complex organisation in developing countries * Demonstrated understanding of financial management systems, accounting and budgeting processes in a decentralised context * Experience in identifying opportunities for improving financial management performance, in formulating strategies for improvement, and in guiding the implementation of such strategies * Demonstrated commitment to and understanding of governance, institutional strengthening and change management * Demonstrated understanding of and experience in capacity development approaches including professional development, mentoring, participatory training, and facilitation * Demonstrated high level cross-cultural, interpersonal, written and oral communication skills, adaptable to a wide variety of audiences * Commitment and demonstrated capacity to undertake activities in a participative, culturally sensitive and consultative manner that enables counterparts to actively participate and develop understanding and ownership * Demonstrated ability to work effectively with senior management and as part of a team to deliver results on time * Relevant computer skills in Microsoft Office programs and internationally accepted accounting software packages * Understanding of equity-related issues including gender, HIV and disabilities in a development context Desirable * Understanding of international development agreements and issues including the aid effectiveness agenda, Millennium Development Goals, Education for All and global funds * Understanding of Sector-Wide Approaches Applications for this position will close on Sunday 14 July Learn more and apply via the GRM site: grminternational.force/Careers/ts2__JobDetails?jobId=a0I90000008sNWMEA2&tSource=
