PUBLIC HEARING OF THE LISCOMB CITY COUNCIL May 13, 2013 Mayor Pro-tem Hank Penner opened the public hearing for the 2012-2013 Budget Amendment at 7:00 pm. There were no written or oral comments. Hearing closed at 7:02 pm. Mayor Pro-tem Penner gave the roll call. Gunderson and Penner were the only members present. It was decided to have a special meeting on May 14, 2013 at 7:10 pm. Deputy Shaver gave the sheriff report so as not to return on Tuesday. Rhonda and Alan Guy and Mark Fincel discussed the lagoon project with those present. Roll call was answered by Gunderson, Penner, and Mosher. Absent were Brown and Sanderson. Also present were Darwin Bracy, maintenance and 1 resident. Motion to approve the agenda was made by Gunderson, seconded by Penner . Motion passed with a roll call of 3 ayes. Motion to approve the minutes of the April 8, 2013 council meeting was made by Gunderson, seconded by Mosher. Motion passed with a roll call of 3 ayes. Motion to approve clerks report for April 2013 was made by Penner, seconded by Gunderson. Motion passed with roll call of 3 ayes. Motion to approve the bill listing of $221,941.87 was made by Gunderson, seconded by Penner. Motion passed with a roll call of 3 ayes. Old Business: • Discussion was had on the lagoon expansion project. There were several items that the engineer wanted to be finished or fixed. The project is to be finalized by the June 2013 meeting. Motion made by Gunderson, seconded Penner to authorize the payment of application for payment number 5 to Smith Seeding in the amount of $6,222.50. Motion passed with roll call of 3 ayes. Discussion also covered the amount of water flowing into the lagoon. It will be discussed at the June meeting how to find where the infiltration is coming from. • Discussion was had on purchasing a lawn mower. The council members looked over bids from four different places. Motion made by Gunderson, seconded by Penner to purchase the Gravely 52 from Central Iowa Farm Store for $5,870.00. Motion passed with roll call of 3 ayes. • Motion made by Gunderson, seconded by Penner to approve Resolution 13-04 approving 2012-2013 budget amendment. Motion passed with roll call of 3 ayes. • Motion made by Mosher, seconded by Penner to approve Resolution 13-05 Adopting and Approving Tax Compliance Procedure Relating to Tax-exempt Bonds. Motion passed with roll call of 3 ayes. New Business: • Motion made by Penner, seconded by Mosher approving Resolution 13-06 Marshall County Sheriff County Extension for 2013-2014. Motion passed with roll call of 3 ayes. • Discussion was had concerning council member attendance requirements. The clerk is going to look into the requirements for appointment and election of new member. Committee Reports: • Fire Department –New fire truck is here. • Streets and Alleys – It was reported that next year the streets will need repair work. • Park & Rec. & Community Building – Nothing to report. • General & Utilities – Nothing to report. • Sanitation – Nothing to report. • Public Safety – Nothing to report.
