PUBLIC SAFETY ACHIEVEMENT AWARD RECIPIENTS: CORRECTIONS SGT. MICHAEL DOMINGUEZ, C.O. REYNALDO RODRIGUEZ, AND C.O. JESUS SILVA In January 2014, Corrections Officer (C.O.) Jesus Silva was conducting security rounds when he noticed an inmate sitting on the floor with his back to the exterior cell window. C.O. Silva approached the inmate and noticed the inmate had a makeshift noose around his neck. After retrieving shears and requesting assistance, C.O. Silva cut the noose from the inmate’s neck and began administering cardiopulmonary resuscitation (CPR) after noticing the inmate did not have a pulse. C.O. Sergeant Michael Dominguez arrived on scene and continued to check for a pulse as he requested the automated external defibrillator (AED). Corrections Sergeant Dominguez directed C.O. Silva to continue CPR while he assisted C.O. Reynaldo Rodriguez with the application of the AED pads. The AED shock was not administered by the machine, so compressions were continued by both COs to prevent fatigue while they waited for medical personnel to arrive. C.O. Sergeant Dominguez continued to manage the incident by ensuring that C.O. Silva and C.O. Rodriguez continued to render aid and assisted medical staff. He removed all non-essential personnel from the area and scheduled a transport team prior to the fire department’s arrival. The actions taken by these individuals, exemplifies leadership and determination. Their quick response saved the inmates life. Great Job!
