Pair Arrested and Charged with Drowning a Puppy Cumberland County Sheriff’s Detectives, with the assistance of Animal Control Officers, have arrested a local couple, charging charged them with the intentional drowning of their puppy, in what is being called a horrific case of animal cruelty. 22-year old John Garrett Burrow, who is a soldier stationed at Fort Bragg and his wife, 20-year old Kelsey Caroline Burrow of 440 Georgetown Circle, Fayetteville were taken into custody late this afternoon. John is charged with felony cruelty to animals. Kelsey is charged with being an accessory after the fact, which is a misdeameanor. An investigation revealed that John Burrow tied the puppy’s feet together and then attached the feet to his nose with military parachute cord. Burrow took the puppy to McFayden Pond, and threw him into the water, causing the puppy to drown. The puppy, an 8-month-old lab mix named Riley, had run away from home on at least two occasions. He had reportedly been injured and the Burrows claimed they could not afford the veternarian bills. Shortly after the Thanksgiving holiday, John Burrow had posted on Facebook that Riley was being treated in Charlotte for a broken femur. However, on Jan. 2, 2015, Rileys body washed ashore on McFadyen Pond in west Fayetteville. The pond is about a fourth-of-mile from where Riley disappeared. The couple is being processed into the Cumberland County Detention Center. Bond for John Burrow has been set at ten thousand dollars, secured, modified to unsecured under the release to his unit commander. Kelsey Burrow received a two thousand dollar, unsecured bond.
