Parish Council Self Build Want to build your own home? Broadland District Council have launched a survey to find out if people are interested in doing so and would invest in a self- build home of their own and where and when they would like to build it.Roger Foulger, portfolio holder for communities and housing said:”We need to examine ways to help people with different skills, budgets and aspirations to overcome current hurdles such as land availability, finance, and selecting contractors”. The Survey is online at broadland-consult.limehouse.co.uk/portal or call 01603 430558 Neighbourhood Plan As highlighted in last month’s issue we have now progressed to the next stage of our Neighbourhood plan. Your Parish Council is leading on the production of your Neighbourhood Plan. We ask that as many people as possible get involved and share their thoughts about how you would like to see our Parish develop over the coming years. We are forming a Neighbourhood Planning Team to shape and develop the thoughts and views of our community. Do you want to be part of the team and have your say? Greener Growth warmly invites you to the launch of: “The Little Plumstead Community Kitchen Garden Project”On: September 26th at Little Plumstead Village Hall from 6pm.We are a CIC (not for profit “Community Interest Company”) working with different communities – creating food producing gardens on areas of land that are under-utilised. We are looking forwards to sharing plans that have taken 18 months to bring together, and look forwards to meeting you and sharing ideas and objectives. Having planted an orchard, we aim to put a community allotment scheme, raised beds and fruit cages, a poly-tunnel various and run courses and classes - there are other possibilities… This is your space – come along and find out more! The Greener Growth Team looks forwards to meeting you Flower beds on the Green by Brick Kiln Road The long dry spell was hard on the annual bedding plants the Parish Council bought this year. The Practical Work Group failed to keep most of them alive, apart from those on the new bed that has been carefully tended by Terry Grimes. We are thinking of moving towards more drought-resilient plants for the flower beds in the future. As the time of year arrives for gardeners to divide perennial rootstocks, we would love to hear from anyone with suitable plants to spare. With Cliff Hurrell sadly not well enough, we would be grateful too for advice and for active help in carrying on the fine work that he has done on the Green ever since the millennium. Please contact Peter Lanyon on 01603 722898 or peter.lanyon3@btinternet County Council Budget Cllr Ian Mackie highlighted the new administration of the County Council has forecast that it needs to find £182m savings over the next three years and will soon begin its consultation on that process. The consultation starts on 15th September and he would expect that Parish councils are a key part of that consultation. The county council has a budget tool on its website for people to see what percentage needs to be saved in order to balance the NCC budget. He will of course be in contact with the Parish council as and when issues and the consultation gets underway. He would be grateful in due course for the Parish view on some or all of the proposals which will be forthcoming by the administration. Gt Plumstead Cllr Ian Mackie and the local highways engineer along with Cllr Payne looked at a number of improvements and safety measures which might be explored in Great Plumstead. He was grateful for Cllr Johnson in emailing that discussion. He commented that a number of these have been or will be actioned. One of the more pressing actions is that of flooding on Hare Road. Cllr Mackie has recently be contacted my Mary Palmer in regards to this and our highways engineer has had this investigated. During the works which followed the site visit it has become clear that the drain towards the junction with middle road has been broken. This is in close vicinity to service works which have been undertaken and may have caused the breakage. The drains have been cleared as best as possible and a camera is being used to fully locate the breakage. Works will be undertaken to repair that drain which should reduce the flooding on Hare Road. Whilst the works were being carried out, the camera work on Water Lane drains show a large amount of root damage and congestion. Chris Mayes our local highways engineer will be adding these works to the programme of county drainage treatments. Better Broadband for Norfolk Cllr Ian Mackie reported that over the summer additional sites in Thorpe End have had their exchanges modified to accept commercial super fast broadband. This is part of the County Councils better broadband programme and adds to the BT exchange box which already has this function. The final exchange in Thorpe End is also being looked at as the system is rolled out. He has asked about the rest of the Parish and look forward to sharing news on that in due course. Lt Plumstead Hospital Development. Barton Willmore gave a presentation on the scheme for the above. This would shortly be submitted to Broadland District Council as an Outline planning application. Whilst your Parish Council is supportive of the site being developed, Councillors raised a number of concerns; these will be highlighted in the Parish Minutes. Your Parish Council will write to Nigel Harris Planning at Broadland district Council detailing a number of concerns and recommendations that were discussed and agreed by Councillors subsequent to the presentation.
